4차 산업혁명기술을 적용한 관세행정 개선방안에 관한 연구 (A Study on the Improvement of the Customs Administration through the Application of the Fourth Industrial Revolution Technologies)

초록

현재의 수입통관절차는 화물도착, 수입신고, 검사대상 화물 선정, 검사, 반출 등의 절차를 통해 진행된다. 이 과정에서 전량검사를 할 수 없어 통계, 정보 등을 통해 지정된 우범화물과 일부 무작위 지정 화물만 검사하는 문제점이 발생하고 있다. 그러나 빅데이터와 인공지능(AI), 블록체인 기술에 기반한 스마트 통관체제 구축으로 4차 산업혁명 시대의 관세행정이 실현될 수 있다. 이들 기술을 활용해 수출입업자의 과거 전력, 화물성격과 관련한 우범성을 분석하면 우범화물 선별 정확도가 크게 향상되고 정확하고 빠른 X레이 판독이 가능해진다. 또한 블록체인 기술을 이용한 통관서류 통용이 가능하도록 시스템 개편을 서둘러야 한다. 블록체인도입 분야로 싱글윈도우시스템 연계정부기관의 인허가 추적관리, 까르네, 보세운송, 수출입 안전관리우수공인업체(AEO) 인증제도, 원산지인증수출자제도, FTA 원산지증명서 관리, 관세청 홈페이지 본인인증, 역직구 수출통관인증제, 병행수입물품 통관인증제, 원산지전자자료교환시스템, 관세납부시스템 등 11개 분야를 제안한다. 나아가 관세당국은 기술 발전과 세계통합의 심화로인해 선제적인 관세국경 관리를 위한 공동대응 및 표준 설정이 필요함을 WTO, WCO, APEC 등 국제기구에 강조하여 4차 산업혁명 시대에 관세행정의 세계 흐름을 주도해 나가는 것이 바람직하다고 본다.

영어초록

Current import customs clearance procedures are carried out through procedures such as arrival of cargo, declaration of import, selection of cargo for inspection, inspection, and carrying-out. In this process, the whole quantity cannot be inspected, thus arising a problem of only inspecting the designated cargo and certain randomly designated cargo specified through statistics and information. However, the customs administration of the Fourth Industrial Revolution era can be realized by building smart clearance system based on big data, artificial intelligence (AI) and blockchain technology. By utilizing the aforementioned technologies, the accuracy of the cargo sorting is greatly improved. Moreover, precise and rapid X-ray reading becomes possible by analyzing the competitiveness of the traders in terms of past event and cargo characteristics. In addition, system reorganization ought to be hurried to enable customs clearance using blockchain technology. When it comes to the available field of introduction of blockchain, 11 f ields a re p roposed a s follows: c a pturing and keeping t rack o f SW(single window s ystem) l inked government agencies licenses/ permits, carnet, bonded transportation tracking, AEO (Authorized Economic Operator) certification system, approved origin exporter system, FTA product qualifications, selfcertification at the website of the Korea Customs Service, export customs clearance for reverse straight purcha se, certified c leara nce system f or p ara llel importation goods, origin e lectronic da ta excha nge system, and customs duty payment system. In addition, it is desirable that the Korea Customs Service emphasize the necessity of joint response and standard setting for preemptive customs border management due to technological development and deepening of global integration to international organizations such as WTO, WCO, and APEC, therefore leading the global flow of customs administration.
