초록

4차 산업혁명의 거대한 흐름은 기술 집약형 군대인 해군의 다양한 분야에 대한 변화를 요구하고 있다. 이러한 시대적 흐름에 따라 첨단과학기술 기반의 해군력 건설을 위해 해군에서는 「스마트 네이비(SMART Navy) 구현」이라는 목표를 설정하고, 세부 추진과제를 발굴하여 발전시키고 있다. 추진과제를 구현하기 위해서는 큰 규모의 재원이 필요하나, 한정된 국방예산을 고려할 때 동시다발적인 추진은 제한된다. 또한, 미래전 양상의 변화와 급속한 병력 자원의 감소도 과제를 추진하는 데 있어 고려해야 할 요소이다. 이러한 고려 요소를 바탕으로 본 논문에서는 4차 산업혁명 기술 중 우선하여 도입해야 할 것과 이러한 기술을 활용한 스마트 네이비 구현과제 중 시급성이 요구되는 것을 분석하였으며, 결과는 다음과 같다.
4차 산업혁명 기술 도입 우선순위에 대한 중요도와 시급도는 무인 체계 기술이 가장 높았다. 이는 급감하는 병력 문제를 해결하고, 무인 기술이 발전함에 따른 군사 분야의 활용도 확대 필요성이 요인으로 작용한 것으로 보인다. 구현과제 중 무기체계 분야는 해양 무인 전투 능력이, 국방 운영 분야는 3D 프린터 활용 능력이, 기술 기반 분야는 스마트쉽 무선네트워크 구축이 우선순위가 가장 높게 나왔다.
결과를 종합해 볼 때, 광활한 해역에 대한 감시·정찰 임무를 획기적으로 개선할 수 있을 것으로 기대되는 무인 체계와 단종된 부품 등을 대체할 수 있는 3D 프린팅 기술 등이 우선순위가 높음을 알 수 있다. 추가 연구가 필요할 것으로 식별된 전군 차원의 구현과제에 관한 종합 연구와 우선하여 구축해야 할 과제를 선정하기 위한 다양한 고려 요소를 바탕으로 연구한다면 더욱 의미 있는 결과가 예상된다. 본 연구의 결과는 해상에서 힘으로 국가정책을 뒷받침할 해군력을 건설함으로써 국민의 안전과 국가의 안전보장을 위한 중·장기 발전계획을 수립하는데 기여할 수 있을 것으로 기대된다.

영어초록

The huge flow of the 4th industrial revolution is demanding changes in various fields of the navy, which is a technology-intensive military. In line with this trend of the times, the Navy has set a goal of “implementing a SMART Navy” for the construction of a naval power based on advanced science and technology, and is discovering and developing detailed promotion tasks. A large-scale financial resource is required to implement the initiatives, but simultaneous promotion is limited considering the limited defense budget. In addition, changes in the pattern of future warfare and the rapid decrease in military resources are factors to be considered in carrying out the task. Based on these considerations, this paper analyzes which 4th industrial revolution technologies should be introduced first and which urgency is required among smart navy realization tasks using these technologies, and the results are as follows.
The importance and urgency of the 4th industrial revolution technology introduction priority was highest for unmanned system technology. This seems to be due to the need to solve the problem of the rapidly declining military force and to expand the utilization of the military field with the development of unmanned technology. Among the realization tasks, maritime unmanned combat capability was the highest priority in the field of weapon systems, the ability to utilize 3D printers in the field of defense operation, and the establishment of a smart ship wireless network in the technology-based field.
Combining the results, it can be seen that the unmanned system, which is expected to dramatically improve the surveillance and reconnaissance missions in the vast sea, and 3D printing technology that can replace discontinued parts are of high priority. More meaningful results are expected if the study is conducted based on a comprehensive study on the overall military-level implementation tasks identified as requiring additional research and various considerations to select the tasks to be built first.The results of this study are expected to contribute to establishing mid- to long-term development plans to ensure the safety of the people and the national security by constructing a naval force that will support national policies with power at sea.
