혼합로짓모형을 이용한 통행시간가치 신뢰구간 추정 (Confidence Interval for Value of Travel Time using Mixed Logit Model-the Case of Seoul, Korea-)

초록

통시설 투자와 관련된 타당성분석에서 통행시간가치는 해당사업의 경제적 타당성을 판단함에 있어 결정적인 영향을 미치게 되며, 혼잡통행료 등 교통수요관리와 관련된 가격정책에 있어서는 가격기준설정을 위한 기본 척도가 된다. 통행시간가치산정방법은 한계임금률법(marginal wage rate)과 한계대체율법(marginal rate of substitution)으로 크게 두 가지로 분류 된다. 우리나라에서의 경제성 평가에 적용되는 통행시간가치는 운전자의 월평균 급여에 근거하여 한계임금률법의 단일 시간가치가 일률적으로 사용된다. 이에 본 연구에서는 같은 한 단위의 시간을 소비할 때 어떤 행위를 하느냐에 따라 사람이 느끼는 가치는 다르다는 한계대체율법으로 통행시간가치를 산정하였다. 한계대체율법을 통한 통행시간가치는 수단선택모형인 로짓모형(Logit Model)을 활용하는 것이 일반적이다. 하지만 로짓모형을 통한 통행시간가치 산정은 시간과 비용에 대해 모든 사람에 동일한 효용함수 계수(parameter)가 적용됨에 따라 개인 성향을 반영하지 못하는 한계를 지닌다. 이를 극복하기 위해 본 연구에서는 통행시간, 비용에 대해 확률계수(Random Coefficient)로 가정하는 혼합로짓모형(Mixed Logit Model)을 활용하여 통행시간가치 신뢰구간 추정하고 이를 로짓모형의 경우와 비교분석하였다. 본 연구에서는 오전 첨두시간대 7~9시 출발통행을 필수통행, 10시~17시 출발통행을 선택통행으로 설정하고 2002년 서울시 가구통행실태조사 자료를 활용하여 통행시간가치의 신뢰구간을 추정하였다. 그 결과 로짓모형과 혼합로짓모형은 큰 차이를 보이는 것으로 나타났다. 따라서 개인성향을 간과한 통행시간가치는 교통계획 및 교통투자정책 평가에 큰 편이를 초래할 것으로 예상된다. 본 연구는 개인성향을 고려한 통행시간가치 산정 필요성을 강조할 수 있는 연구과제가 될 것으로 기대되며 통행시간가치의 신뢰성이론 접근에 그 의의가 있다.

영어초록

The value of travel time has a very important meaning in the transportation planning and the evaluation of transportation investment policy. In the feasibility analysis of the investment of transportation facilities, it has an definite effect on deciding on economical feasibility of the project and might be a standard unit to determine prices in the price policy related to the transportation demand management like congestion fees.
The method of calculating the value of travel time mainly consists of marginal wage rate and marginal rate of substitution. The value of travel time, which has been commonly used in South Korea, is based on the driver's monthly salary in evaluating economical feasibility. In this research, the value of travel time was calculated by marginal rate of substitution, which was defined that the value of person's feeling is various by the way of decision making, in spending a unit time.
Logit model, which is one of the mode choice was generally applied to the value of travel time using the marginal rate of substitution. On the other hand, it has a weak point that the method using Logit model does not reflect individual characteristics (Taste variation) because of applying the same utility function parameter to all of the people about travel time and cost. To solve this problem, this paper used Mixed Logit model. The model assume that the travel time and cost are random coefficients. In addition, this paper estimated confidence interval of the value of travel time by using it and made a comparative study on Logit Model and Mixed Logit Model.
In this paper, mandatory trips was regarded as starting trips within 07:00 A.M. and 09:00 A.M. and optional trip was considered as starting trips within 10:00 A.M. and 05:00 P.M.. Moreover, confidence interval of the value of travel time was estimated by using the Seoul Metropolitan Area Transportation Survey data, which was conducted in June, 2002. On condition mandatory trips, confidence interval for value of travel time is different from it on condition optional trips.
According to this result, the value of travel time which can not reflect individual characteristics may have a biased result in transportation planning and evaluation of investment and policy. This research will be expected that it emphasizes importance of the value of travel time which can consider individual characteristics and confidence of the value of travel time.
