지역의존도가 특정 산업의 집적도와 지역의 재정건전성에 미치는 영향연구: 서울특별시와 인접 수도권 기초 지자체를 중심으로 (A Study on Influence of Region Dependency to Degree of Integration of Specific Industry and Local Fiscal Sustainability: Focusing on Seoul Metropolitan City and Metropolitan Lower Level Local Governme)

초록

오늘날 도시의 경쟁력은 제조업을 중심으로 다른 산업들이 이를 보조해주는 수직적 산업구조에 의해서가 아니라 전문성을 바탕으로 한 여러 특정 산업들의 집중도를 통한 수평적 산업구조에 의해서 결정되며, 특정산업의 집적도의 형성과 이를 위한 특정산업 종사자들의 편의를 위한 환경조성과 이를 바탕으로 한 도시 및 지역경제의 정책수립이 중요해지고 있다. 본 연구에서는 고용 중심지 특성 및 특정산업의 집적을 직주분리현상의 한 모습으로 보고 이들 간의 상호연관성에 대한 측면에서 연구를 실시하였으며, 이는 지금까지 도시 및 지역의 산업 및 경제성장 결정요인에 관한 연구들이 도시 거주민들의 경제저인 능력에 초점을 맞춘 한계를 극복하고 도시공간구조를 고려한 연구이다. 또한 본 연구에서는 지역의존도가 특정산업 집적에 미치는 영향뿐만 아니라 특정산업의 집적이 지역 재정건전성에 미치는 영향을 연구함으로써 향후 도시 및 지역의 경제성장 정책에서 도시산업구조에 따른 재정건전성의 중요성을 강조하고자 하였다. 이를 위해 서울특별시를 25개 자치구와 지역의존도를 형성하고 있는 경기도 및 인천광역시 기초 지자체를 연구대상을 하였으며, 1995년, 2000년, 2005년, 2010년의 4개 년도를 연구기간으로 하였다. 지역의존도가 특정산업 집적 및 지역 재정건전성에 어떠한 영향을 미치는지를 2단계 최소자승 패널모형(two-stage least squares for panel-data model)을 통해 분석하였다. 분석결과 지역의존도가 특정산업 집적 및 지역 재정건전성에 유의한 영향을 미치는 것으로 나타났으며, 외부 지역에 대한 지역의존도가 높을수록 특정산업 집적도 또한 낮게 나타나며, 지역 재정건전성 또한 낮은 것으로 나타났다. 이러한 결과는 해당지역이 외부지역에 대한 지역의존도가 높을수록 지역 특정산업의 집적은 낮아지고 지역의 재정건전성에도 부정적인 영향을 미치는 것으로 판단된다.

영어초록

Today, the city competitiveness is decided by horizontal industry structure through various industrial concentrations based on expertise rather than vertical industry structure supporting other industries centering around manufacturing business. Formation of degree of integration of specific industry and policy establishment of urban and local economy based on environment construction for the convenience of employees of specific industry is becoming more important. This study conducted a research on interconnectivity of employment center characteristic and integration of specific industry by seeing it as spatial separation phenomenon. This study overcame the limits of previous studies about decision factors of urban and local industry and economic growth which focused on the economic capacity of urban residents, and considered the urban spatial structure. Also, this study not only studied the influence of region dependency to degree of integration of specific industry, but also studied the influence of degree of integration to local fiscal sustainability. Accordingly, this study emphasizes the importance of fiscal sustainability by urban industrial structure in future policy establishment regarding urban and local economic growth. For this, the study subjected 25 autonomous "Gu"s of Seoul Metropolitan city and lower level local governments in Gyeonggi-do and Incheon Metropolitan city. 1995, 2000, 2005, 2010 year was set as study period. The influence of region dependency to the degree of integration of specific industry and local fiscal sustainability was analyzed based on two-stage least squares for panel-data model. As for the analysis result, region dependency had significant influence on degree of integration of specific industry and local fiscal sustainability, and the higher the dependency to outside is, the lower the degree of integration of specific industry is along with lowered local fiscal sustainability. Such results indicate that the higher region dependency to outside is, the lower the degree of integration of specific industry is and posed negative influence to local fiscal sustainability.
