근거이론에 기반한 자원지원모델 및 자원집적모델을 활용한 대만의 가정·유치원·지역사회간의 협력에 대한 경험 분석 (An empirical analysis of cooperation between families, kindergartens, and communities in Taiwan using a resource support model and resource aggregation model based on grounded theory)

초록

연구목적: 본 연구의 목적은 ‘자원지원모델’과 ‘자원집적모델’을 활용하여 대만의 가정, 유치원, 지역사회간의 협력에 대한 경험을 분석하는 것이다.
연구방법: 연구대상은 대만의 북부, 중부, 남부 및 동부의 공립, 사립, 비영리 유치원장 12명이다. 연구방법은 설립유형과 지역별로 포커스 그룹토론과 12명이 원장이 모두 참여하는 종합토론 실시하고, Strauss와 Corbin(1998)의 근거이론 절차에 운영 경험을 향귀납적으로 분석하였다. 연구기간은 2023년 9월1일부터 2024년 5월30일까지이다.
연구결과: 첫째, 유치원 원장의 자원지원모델 경험은 설립유형과 지역적으로 차이가 나타났다. 즉 자원지원 모델의 원활한 운영을 위해 정부지원이 필요하다. 정부지원 요건은 공립과 취원 원아가 취약계층이어야 한다. 공립유치원은 정부지원 요건을 충족하여 정부지원으로 지역사회 부모교육 지원센터 활용하여 자원지원모델 운영에 어려움이 없는 것으로 나타났다. 그러나 사립과 비영리 유치원은 설립형태가 사립이고, 취원원아도 취약계층보다는 일반원아가 주를 이루고 있어 일부 유치원을 제외하고 정부지원의 지역사회 부모교육 자원센터 활용이 제한되어 있어, 운영이 어려운 것으로 나타났다. 지역적으로도 경제적으로 활성화 된 도시 지역을 제외하고, 농어촌이나 도서벽지지역은 부모교육 지원 프로그램을 자체 내에서 개발해야 하기 때문에 운영에 어려움이 있다고 밝히고 있다. 둘째, 유치원 원장의 자원집적모델 운영 경험은 유치원의 설립유형과 지역별로 차이가 나타났다. 자원집적 모델 운영은 유치원교육과정과 교육활동에 포함되어 운영되어야 한다는 전제하에 공립유치원은 정부지원으로 지역사회 부모교육지원센터 활용이 의무화되어있어 자원집적 모델 운영에 어려움이 나타나지 않았다. 그러나 사립과 비영리 유치원은 지역사회 부모교육지원센터 활용이 의무화가 아닌 관계로 어려운 것으로 나타났다. 또한 대도시가 아닌 지역은 자원집적 모델 운영 관련 자문기관이나 전문 인적자원 부족으로 운영이 어려운 것으로 나타났다.
연구결론: 중앙정부의 교육행정이 유치원의 설립유형과 지역적 특성을 반영한 맞춤형 지원으로 자원지원모델과 자원집적모델이 지속적으로 활성화 되길 기대한다.

영어초록

Purpose: The purpose of this study was to analyze the experience of cooperation between families, kindergartens, and communities in Taiwan by using the ‘resource support model’ and ‘resource aggregation model’.
Methods: The subjects of the study were 12 public, private, and non-profit kindergarten directors in northern, central, southern, and eastern Taiwan. The research method involved conducting focus group discussions by establishment type and region and comprehensive discussions with all 12 directors participating, and analyzing operational experience in an inductive manner using the grounded theory procedures of Strauss and Corbin (1998). The research period is from September 1, 2023 to May 30, 2024.
Results: First, the experience of the resource support model of kindergarten directors differed by establishment type and region. In other words, government support is necessary for the smooth operation of the resource support model. The government support requirement is that the kindergartens are public and the students enrolled must be from vulnerable groups. Public kindergartens meet the government support requirement and thus have no difficulty in operating the resource support model by utilizing the community parent education resource center with government support. However, private and non-profit kindergartens are privately established and thestudents enrolled are mostly general children rather than vulnerable groups, so the use of the community parent education resource center with government support is limited except for some kindergartens, making operation difficult. Regionally, except for economically active urban areas, rural and fishing villages or remote island areas have difficulty in operation because they have to develop parent education support programs in-house. Second, the experience of kindergarten directors operating the resource integration model differed by the establishment type and region of the kindergarten. The operation of the resource-integrated model is premised on the factthat it should be included in the kindergarten curriculum and educational activities, and public kindergartens are required to utilize community parent education support centers with government support, so there were no difficulties in operating the resource-integrated model. However, private and non-profit kindergartens were found to have difficulties because the use of community parent education support centers is not mandatory. In addition, areas other than large cities were found to have difficulties in operating the resource-integrated model due to a lack of advisory organizations or professional human resources.
Conclusion: We hope that the central government's educational administration will continue to activate the resource support model and resource integration model through customized support that reflects the establishment type and regional characteristics of kindergartens.
