중소기업 직장어린이집 설치⋅운영에 관한 인식 및 요구 분석: 직장 내 이용 및 미이용 근로자 중심 (An analysis on the status of the installation and operation of small and medium-sized employer-supported childcare centers: Perspectives of workers as users and non-users)

초록

목적 본 연구는 직장어린이집을 운영 중인 중소기업의 근로자를 대상으로 직장어린이집 설치⋅운영에 관한 인식 및 요구를 살펴보고자 한다.
방법 직장어린이집을 운영하고 있는 전국 중소기업 100개소의 직장어린이집 이용(利用) 근로자 242명과 미이용(未利用) 근로자223명을 대상으로 설문조사를 통하여 인식 및 요구에 관한 기술통계분석을 실시하였다.
결과 첫째, 중소기업 직장어린이집 설치⋅운영에 따른 근로자의 인식을 살펴보면, 중소기업 직장어린이집을 이용하는 근로자는현 직장어린이집을 선택한 이유로 ‘우수한 보육서비스’를, 미이용근로자는 미이용 이유로 ‘아이를 데리고 출근하기가 어려움’을 가장높게 선택하였다. 둘째, 중소기업 직장어린이집 설치⋅운영에 따른 근로자의 요구를 살펴보면, 직장어린이집 이용 근로자는 ‘기타’, ‘어린이집 시설 및 보육화경 개선’, 미이용근로자는 ‘운영시간 연장’이 가장 높았다. 또한, 자녀양육을 위한 직장 및 국가의 지원 정책으로 직장어린이집 이용⋅미이용 근로자 모두 탄력근무나 재택 근무제 도입’을 요구하였다.
결론 중소기업 직장어린이집 설치⋅운영에 관한 근로자의 인식과 요구를 바탕으로 중소기업 직장어린이집의 설치⋅운영 확대 및직장보육 지원제도의 개선 마련을 제안하였다.

영어초록

Objectives The purpose of this study is to investigate the actual perceptions and needs of employer-supported childcare centers for workers of small and medium-sized enterprises(SMEs) installating and operating employer-supported childcare centers.
Methods A survey was conducted on 242 workers who used daycare centers and 223 workers who did not use daycare centers at 100 small and medium-sized enterprises nationwide, and a descriptive statistical analysis was conducted on workers' perceptions and needs.
Results First, looking at workers' perception of installing and operating small and medium-sized employer-supported childcare centers, workers using small and medium-sized employer-supported childcare center chose “excellent childcare services” as the reason for not using them and unused workers chose ‘difficulty in bringing their children to work’ as the reason for not using them. Second, looking at the needs of workers due to the installation and operation of small and medium-sized employer-supported childcare centers, workers using employer-supported childcare centers had the highest “others”, “improvement of daycare facilities and childcare landscapes”, and “extension of operating hours” for unused workers. In addition, as a support policy for the workplace and the state for raising children, all workers who used or did not use employer-supported childcare centers centers demanded the introduction of a flexible work or telecommuting system.
Conclusions Through this, based on workers' perception of the installation and operation of employer-supported childcare centers for SMEs, it was proposed to expand the installation and operation of employer-supported childcare centers and to improve the employer-supported childcare centers support system.
