신규위탁 원장의 국공립어린이집 운영에서의 공공성 저해 요인 탐색 (Exploration of Disturbance Factors of Publicness in the New Entrusteded Directors’s Public Child Care Centers Management)

초록

목적 본 연구는 신규위탁 국공립어린이집 원장의 위탁 지원 동기와 배경을 알아보고, 공공성 확보를 어렵게 하는 요인이 무엇인지 탐색하여 신규위탁 국공립어린이집 원장의 공공성 확보를 위한 교육 자료를 제공하는 것에 목적이 있다.
방법 본 연구의 참여자는 경기도 H시 신규 국공립어린이집을 위탁한 원장 3명이다. 자료 수집은 총 3회기 심층 면담으로 수집하였 으며, 신규위탁 국공립어린이집 원장의 경험에 대한 자료는 전사하여 반복적으로 읽은 후 의미 있는 주제어로 추출하고 질적으로 분석하여 연구 결과를 도출하였다.
결과 본 연구의 결과는 다음과 같다. 첫째, 신규위탁 국공립어린이집 원장의 위탁 지원 동기와 배경은 보육 정책의 변화와 민간어린 이집 운영의 불안감으로 안정된 국공립어린이집 위탁에 지원한 것으로 나타났다. 둘째, 신규위탁 국공립어린이집 원장의 임용 후 어린이집 운영의 공공성 저해 요인으로는 신규위탁 국공립어린이집의 체계적인 관리에 대한 고민과 교사 구인과 관리, 민원으로 해결하려는 부모에 대한 어려움과 유관기관 대응에 어려움이 있는 것으로 나타났다.
결론 국공립어린이집 운영의 공공성을 확보하기 위해서는 신규위탁 국공립어린이집 원장이 어려워하는 공공성 저해 요인을 지속해 서 조사하여 위탁을 위한 준비부터 체계적으로 지원하는 시스템 마련과 교육과정이 필요하다. 또한 신규위탁 원장들이 국공립어린 이집을 처음 운영하면서 경험하는 어려움을 극복하고, 원장의 문제를 해결할 수 있는 신임 원장을 위한 교육 프로그램이 개발되어야 할 것이다.

영어초록

Objectives The purpose of this study is to find out the motivation and background for consignment support of new entrusted public child care center to support consignment, and to exploration of disturbance factors of publicness in the new entrusteded directors’s public child care centers management.
Methods The participants in this study were three directors who entrusted a new public child care center in H-si, Gyeonggi-do. Data were collected through a total of three sessions of in-depth interviews, data on the experiences of in the new entrusteded directors’s were transcribed, read repeatedly, extracted with meaningful keywords, and analyzed qualitatively to derive research results.
Results The results of this study are as follows. First, the motivation and background of the director of the new entrusted public child care center for fostering support was found to be support for entrustment to a stable public child care center due to changes in child care policy and anxiety about operating private daycare centers. Second, the directors of a newly entrusted public child care center found that the factors disturbance the publicness of running the child care center after being appointed include concerns about systematic management of the newly entrusted public child care center, recruiting and managing teachers, difficulties for parents trying to resolve complaints, found that the factors disturbance the and difficulties responding to related organizations.
Conclusions In order to ensure the publicness of the management of public child care centers, it is necessary to continuously investigate the factors disturbance that the director of a newly entrusted public child care centers finds difficult, establish a system and training course to provide systematic support from new entrustment. A education program for new directors should be developed to overcome the difficulties that new directors face when running a public child care center for the first time and to solve the problems that directors face.
