유치원과 어린이집 인력 배치 및 운영에 대한교원의 인식 및 요구 (An Analysis of Teachers' Awareness and Requirement on Workforce Arrangement and Management of Kindergarten and Childcare Center)

초록

본 연구의 목적은 유치원과 어린이집의 인력 배치 및 운영에 대한 교원의 인식과 요구를 분석하고, 이러한 분석에 기초하여 정책 제언을 하는 것이다. 이를 위해 전국 유치원과 어린이집 원장과 교원을 대상으로 온라인 설문조사를 실시하여 최종적으로 유치원장(감) 653명, 유치원교사 2,240명, 어린이집 원장 935명, 어린이집 교사 1,186명의 응답을 분석하였다. 연구 결과 원장과 교사 모두 인력의 충분성, 인력 운영의 적절성, 업무분장의 형평성에 대해 그리 만족하는 수준은 아니었고, 인력 배치와 운영에서 가장 어려운 점으로 유치원과 어린이집 원장 모두 인건비 확보로 나타났으며, 업무수행 관련 어려움으로 유치원과 어린이집 교사 모두 업무 과중을 들었다. 가장 필요한 정부의 지원정책으로 원장들은 인력 지원 비용을 들었고, 유치원 교사는 종일제 정규교사 배치를 가장 필요하다고 인식한 반면 어린이집 교사는 인력비용 지원을 들어 차이가 있었다. 이러한 결과에 기초하여 정부의 인건비 지원, 유치원 종일제 및 어린이집 오후 전담교사 배치, 보조인력 배치, 상황에 따른 추가 인력 배치, 인력의 융통성 있는 활용을 제안하였다.

영어초록

The aim of this research was to make policy recommendations based on the analysis on how teachers of kindergartens and childcare centers were aware of the workforce arrangement and management and their requirements. An on-line survey was made and analyzed with respondents of 653 kindergarten principals and vice principals, 2,240 teachers of kindergartens, 935 principals of childcare centers, and 1,186 teachers of childcare centers. Findings revealed that principals and teachers of both institutes were rather unsatisfied with the current level of workforce sufficiency, adequacy of workforce arrangement, and equity of work assignment. In terms of workforce arrangement and management, securing budgets for workforce appeared to be the most difficulty by principals of both institutes and in terms of conducting their work, teachers of both institutes mostly reported that they were under the burden of heavy workload. On the question of what kind of government support do you thought the most needed, principals of both institutes and childcare center teachers answered that the budget support for securing workforce was most needed; the majority of teachers of kindergartens, on the other hand, consider the teacher arrangement for full-day programs was mostly needed, revealing the different awareness between the teachers of kindergartens and childcare centers. Based on the results, this research provided recommendations on government support on the budget for securing workforce, teacher arrangement for afternoon program of kindergartens and afternoon care of childcare centers, additional staffing when it is in need of situation, and flexible workforce arrangement.
