유보통합에 대비한 어린이집과 유치원 교사 자격의 현황 및 과제 (The current status and tasks for the teacher qualification of childcare centers and kindergartens in preparation for the integration of Early Childhood Care and Education)

초록

본 연구는 현재 보육과 유아교육의 교사 자격에서 나타나는 차이점을 체계적으로 정리함으로써, 유보통합을 대비한 어린이집과 유치원의 교사 통합에 대한 이해와 시사점을 제공하고자 한다. 이를 위해 유보통합에 대한 선행연구를 바탕으로 어린이집과 유치원의 교사 자격에 대한 현황을 살펴보고, 두 기관의 교사에 대한 자격 기준, 양성과정, 처우 등에 대해 비교․분석하였다. 첫째, 어린이집과 유치원 교사 최소학력 기준의 차이를 조정해야 한다. 두 기관 교사 자격 기준의 문제를 해결하기 위해서는 고졸 이상으로 정해진 보육교사 최소학력 자격 기준을 현행 유치원 교사 자격 기준과 동일하게 맞추어야 하며, 기존 자격취득 교사에게도 재교육과 연수과정을 지원해야 한다. 둘째, 두 기관의 교사 양성기관 체계를 동등한 수준으로 맞추어야 한다. 양질의 교사를 양성하기 위해서는 양성과정체계를 재정비하고, 현장실습의 내용과 기간을 확장하여 교사가 갖추어야 할 역량을 길러 줘야 한다. 셋째, 두 기관의 교사 처우 등을 조정하여 궁극적으로 교사가 제공하는 교육서비스의 질적인 수준을 높여야 한다. 국공립유치원과 비슷한 수준의 교사 호봉체계를 목표로, 사립유치원과 민간어린이집을 비롯한 모든 기관의 교사 처우를 점차적으로 상향 조정하여야 한다. 이 연구는 유보통합의 과제 중에서 교사 분야에 대한 현황을 집중적으로 비교‧분석하여 다가온 통합을 위한 대안을 제시하고자 하였다. 하지만, 교사 통합을 추진하는데 좀 더 구체적인 방향성을 제시하는 후속 연구가 필요하리라고 생각한다. 아울러 공정과 상식의 원리로 타당하고 합리적인 방법으로 교사 통합 방안이 추진될 것을 기대한다.

This study aims to provide an understanding and implications for the integration of teachers qualification of childcare centers and kindergartens in preparation for the integration of Early Childhood Care and Education by systematically listing the differences between teachers in childcare and early childhood education. Based on previous studies on the integration of Early Childhood Care and Education, the current status of teachers in childcare centers and kindergartens was examined, and the qualification criteria, training process, and treatment of teachers of the two institutions were compared and analyzed. First, the qualification standards for childcare centers and kindergarten teachers were different. In order to solve the problem of the teacher qualification standards of the two institutions, it is necessary to prepare the same minimum educational standards as the current kindergarten teacher qualification standards. Existing teachers should be gradually adjusted through retraining and training courses, in addition, reeducation and training courses should be supported for teachers who have already acquired qualifications.. Second, the teacher training system in the two institutions was different. In order to cultivate high-quality teachers, the training process system should be reorganized, and the contents and duration of field practice should be expanded to develop the competencies that teachers should have. Third, there was a difference in qualitative services due to different treatment of teachers in the two institutions. The treatment of teachers in all institutions, including private kindergartens and private daycare centers, should be gradually adjusted upward, aiming at a teacher pay system similar to that of national and public kindergartens. This study attempted to compare and analyze the current status of teacher integration among the tasks of the integration of Early Childhood Care and Education and suggest alternatives. Follow-up study is needed that suggests a more specific direction is needed to promote teacher integration. In addition, it is expected that the teacher integration plan will be promoted in a reasonable and reasonable way based on the principle of fairness and common sense.
