어린이집 원장의 일반직무 보수교육 운영체계의 논점과 제언 (Issues and Suggestions on Operating Refresher Education for the General Duties of Childcare Center Directors)

초록

어린이집 원장은 보육교사와 함께 영유아의 전인적 발달을 조장하는 전문적 보호 및 교육활동을 통해서 한 인격체를 바람직한 방향으로 이끌어야 하는 당위성을 지닌 존재다. 특히 가정과 부모를 지원하는 사회적 대리양육의 비중이 늘어나고 그 중요성이 강조되고 있는 시대적 흐름에 따라 전문적 자질을 갖춘 원장의 역할과 책임은 아무리 강조해도 지나치지 않는다. 어린이집 원장은 “대통령령으로 정하는 자격을 가진 자로서 보건복지부장관이 검정․수여하는 자격증을 받은 자이어야 한다“고 명시하고 있다. 예컨대 보육서비스에 대한 전문성이 강조됨에 따라 보육교직원의 자격기준 강화는 필수적인 요건이 되었다. 아울러, 현직에 있는 보육교직원의 전문성을 발달․유지하기 위한 재교육의 중요성이 강조되었고 보육서비스 질 제고에 연계될 수 있는 보수교육의 효과성 검토가 논의되고 있다. 2016년 보건복지부는 보수교육과정 매뉴얼을 개정하면서 보육교사와 원장의 재교육을 위한 보수교육과정 개편 원칙과 방향을 제시했다. 교사․원장의 발달단계 및 직급에 따른 차별적인 내용을 다룰 수 있도록 다양한 트랙으로 구성하였다. 또한, 보수교육기관의 문제점을 개선하고자 2016년부터 한국보육진흥원에서는 보수교육기관 평가사업을 시작하고 기본환경(물리적 환경)․교육영역(교육과정)․교육과정(교수의 전문성)․기관운영(재정) 부문을 중점적으로 보수교육기관 운영의 질 개선 방안을 모색하고 있다. 따라서 어린이집 원장을 대상으로 실시하고 있는 원장 사전직무교육이나 일반직무교육이 원장의 전문성이나 보육서비스 질에 긍정적인 영향을 미치고 있는지에 대한 고찰은 지속적으로 필요하다고 본다. 보수교육의 참여자들이 보수교육을 통하여 새로운 지식, 기능, 태도 등을 어느 수준까지 익히고 자신들의 직무 수행에 어느 정도 활용(전이)할 수 있는지에 대한 평가가 있어야 한다. 따라서 본 연구에서는 현행 어린이집 원장의 일반직무 보수교육 체계를 통하여 보수교육내용 및 방법 그리고 강사의 전문성 등의 논점을 중심으로 그 개선안을 제시하고자 한다.

영어초록

Childcare center directors have the imperative along with childcare teachers to lead a human being into desirable directions through professional protective and educational activities that foster well-rounded development of children in early childhood. Especially following the trend of the times when the ratio of social foster care that supports families and parents increases and its importance is emphasized, the role and responsibility of childcare center directors must be highlighted. It is explicitly defined that childcare center directors must be qualified by presidential decree and tested and certified by the Minister of Health and Welfare. As professionalism in childcare service is emphasized, it became a prerequisite to strengthen the standard of qualification for childcare faculty. Further, the importance of re-educating current childcare faculty in the field was emphasized to develop and maintain their professionalism, and it is being discussed to examine the effectiveness of refresher education that can be related to enhancing childcare service quality. In 2016, the Ministry of Health and Welfare presented the principles and directions of renewing the refresher education program for re-educating childcare teachers and directors as they revised the manual for refresher education programs. The program was composed in various tracks to cover different contents depending on the developmental stage and rank of the teacher or director. Also in order to improve the problems of refresher education institutions, Korea Childcare Promotion Institute has started refresher education institution evaluation project since 2016 and seeks the improvement of operating refresher education institutions in terms of basic environment (physical environment), areas of education (curriculum), process of education (professionalism of instructors) and institutional operation (finances). Therefore it should be constantly examined whether the work-training course and general duty education for childcare center directors are positively influencing their professionalism or the quality of their childcare service. It should be evaluated how much of new knowledge, functions and attitudes the participants of refresher education learn and how much they can utilize (transmit) them in their duties. Thus this study will propose measures of improvement in the contents, methods and the professionalism of instructors in current refresher education for childcare center directors.
