2000년 이후 러시아 주요선거 연구: 푸틴집권기를 중심으로 (Russian Studies Major Elections Since 2000)

초록

푸틴집권기 러시아는 2003년 총선과 대선을 통하여 안정적인 푸틴집권 2기로 이행했고 2007년과 2008년의 총선과 대선은 ``포스트-푸틴``시대를 열었다. 이러한 푸틴시대의 정치충원과 과정은 제도적 측면에서 보면 매우 발전된 민주주의로의 이행과정임에는 틀림없다. 그러나 푸틴과 러시아 정치의 특성을 보면 제도적 민주주의 이외 여러 가지 특징과 문제점을 내포하고 있다. 먼저 2003년도의 러시아 총선과정과 이어진 러시아 대선의 분석을 통하여 푸틴 집권 2기의 의회 내의 권력관계를 살펴보았다. 통합러시아당이라고 불리는 거대여당의 탄생과 함께 공산당, 자유민주당, 조국-인민/애국연합의 원내진출과 군소정당들의 몰락을 보았고, 러시아 최초의 여대야소 정국구도를 살펴보았다. 둘째, 2007년도의 러시아 총선과정을 살펴보았는데, 이 선거는 푸틴시대에서 ``포스트-푸틴``시대로 넘어가는 중요한 선거였다. 따라서 통합러시아당이 얼마나 승리하는가에 따라 후계자인 메드베데프의 당선여부도 결정되는 결과를 가져왔다. 선거에서 통합러시아당이 다시금 강력함을 입증함으로써 ``푸틴의 인기``를 입증하였고, 이것은 2008년 러시아 대선에서 메드베데프 제1부총리의 당선으로 나타났다. 푸틴시대의 선거를 통하여 러시아 정치에서 몇 가지 주요한 점들을 발견하고 재확인 할 수 있었다. 첫째 제도적 민주주의의 실행, 둘째, 강력한 여당의 출현, 셋째, 정당구도의 획일화, 넷째, 권력승계와 양두체제가 그것이다. 이러한 푸틴시대 선거의 특징은 ``푸틴현상``을 기초로 한 것이었으며, 이것이 러시아 정치에 파급한 영향력은 실로 엄청난 것이었다. ``포스트-푸틴``시대에 있어 푸틴의 강력한 지배력은 여전히 의심할 여지가 없다. 그러나 이것이 러시아를 민주주의 국가로 이행시킬 것인지, 아니면 러시아가 푸틴에 머무르는 관리형 국가가 될지는 기다려 볼 일이다.

영어초록

The Putin era in Russia was transferred into a stable second phase through the presidential and general elections of 2003. Furthermore, the presidential and general elections of 2007 and 2008 opened a ``Post-Putin`` era. From an institutional perspective, these reinforcements and processes in the politics of the Putin era must be in preparation for a society, headed for a greatly advanced democracy; however, in terms of Putin and attributes of Russian politics, a variety of features and problems were manifested as well as an institutional democracy. First, this study explored the relationship of political authority within Russian Parliament in the second phase during Putin leadership through the analysis of the Russian presidential election process in 2003, followed by a general election. A major ruling party, called the United Russia, was created; the Communist Party, the Liberal Democratic Party, and the Homeland-People/Patriotic Front have advanced into parliament; and the political situation was composed of a major ruling-party and a minor-party as Russia`s first. Second, the process of Russia`s presidential election in 2007 was investigated as it was an important one transferring from the Putin era to the ``Post-Putin`` era. Thus, successor Medvedev`s election win was a major factor in deciding whether United Russia succeeded in its election process. ``Putin`s Popularity`` was confirmed by proving how powerful United Russia was in the election again, which resulted in Medvedev`s election as deputy Prime Minister in 2008 Russian presidential election. Experiencing the election in the Putin era, critical features in Russian`s politics were explored and confirmed as follows: First of all, an institutional democracy was put in place. Second, a strong ruling party appeared. Third, the composition of the party was standardized. Finally, transfer of political authority and diarchial system were observed. The characteristics of the election process in the Putin era were based on ``Putin Phenomenon`` and its powerful impact on Russian politics was dramatic. Undoubtedly, the ``Post-Putin`` era is still under Putin`s powerful leadership. However, will this lead Russia in the direction of democracy or to an administrative country remaining under the powerful Putin system? Only time will tell.
