공공형어린이집 품질관리 현황 및 요구 (A study on the current status and demand for quality management of public childcare centers)

초록

본 연구는 공공형어린이집의 품질관리 현황과 요구를 조사하여 향후 공공형어린이집의 품질향상을 위한 방안을 제시하고자 하였다. 이를 위해 전국 공공형어린이집 원장을 대상으로 운영의 공공성, 보육서비스의 질, 컨설팅 및 교육현황과 요구를 조사하였으며 최종 959명의 자료를 분석하였다. 수집된 자료는 SPSS WIN 18.0을 이용하여 기술통계분석, 독립적 t검증, Cronbach’s 로 분석하였다. 연구결과 첫째, 공공형어린이집 원장은 어린이집 운영의 공공성과 보육서비스의 실천수준이 모두 매우 높다고 인식하였다. 둘째, 공공형어린이집 원장은 품질관리 컨설팅이 필요하다고 응답하였으며 컨설팅 참여와 효과성이 높다고 평가하였고 컨설팅 내용을 보육현장에 잘 적용하고 있으나 컨설팅 영역의 확대를 요구하였다. 셋째, 공공형어린이집 원장들은 품질관리 교육이 필요하며 교육내용을 보육현장에 효과적으로 적용하여 도움을 받고 있었으나 주제와 운영방법에 대해 부분적인 검토를 요구하였다. 본 연구는 공공형어린이집 운영의 공공성을 확보하고 질 높은 보육서비스를 제공하는데 기초자료로 활용될 것이다.

영어초록

This study aims to investigate the quality management status and on-site demands of public childcare centers to provide suggestions for maintaining and improving their quality in the future. It included 959 directors of public childcare centers nationwide as participants. The survey instrument consisted of four areas: general background of the childcare center and participants (11 items), publicness of childcare center operation (20 items), quality of childcare services (22 items), and consulting and educational status and demands (26 items), totaling 79 items. Data analysis was conducted using the SPSS WIN 18.0 software to calculate item means, standard deviations, t-tests, and descriptive statistics. The Cronbach’s coefficient was calculated to verify reliability. The results showed that, first, the directors of public childcare centers perceived the publicness of their operation and the level of implementation of childcare services to be very high. Second, the directors expressed a need for quality management consulting, the participation and effectiveness of which they found to be high. They also reported successfully applying the content of consulting to the childcare field, although they highlighted the need to expand the consulting area. Third, the directors of public childcare centers acknowledged the need for quality management education and perceived it to be effective. They reported successfully applying educational content to the childcare field and receiving assistance; however, they expressed the need to review educational topics and methods while implementing education. This study provides foundational data for securing the public nature of public childcare centers’ operation and providing high-quality childcare services.
