서울 산업클러스터의 집적효과분석 (An Analysis of Agglomeration Effects of Industrial Clusters in Seoul)

초록

본 논문은 영상공연산업, 정보통신산업, 의류패션산업, 인쇄출판산업 등 서울의 지역우위산업으로 나타난 4개 산업을 중심으로 서울 산업클러스터의 집적효과를 분석하기 위해 클러스터 형성지역과 그외 지역을 구분하여 산업집적밀도(경제활동면적에 기초한 종사자 집적도)와 생산성 지수(제조업은 종사자 1인당 부가가치액, 서비스업은 종사자 1인당 영업이익과 매출액)라는 두 변수간의 상관관계를 분석한 결과, 정보통신산업은 2003년, 2005년 모두 유의한 정(+)의 상관관계가 있었고, 영상공연산업은 매출액 기준으로만 2003년, 2005년에 유의한 관계가 있었으며, 인쇄출판산업과 의류패션산업은 2005년에만 유의한 상관관계가 있었다. 결과적으로 정보통신산업은 클러스터의 집적도가 높을수록 기업의 생산성에 긍정적인 효과가 있는 것으로 분석되어 다른 요인이 동일하다면, 서울지역에서 산업클러스터 정책의 추진에서 고려될 수 있는 클러스터 우위산업의 한 가지 요인을 갖춘 것으로 판단되
며, 영상공연산업, 인쇄출판산업, 의류패션산업은 대상 연도나 생산성 지수에 따라서 유의성 결과가 다르게 나타나 집적도와 생산성간의 관계를 판단하기에는 보다 심층적이고 다년도에 걸친 분석이 필요한 것으로 판단된다.

영어초록

As globalization of the world economy has advanced simultaneously with localization, localities have risen as new units of competition within the global economic system. Moreover, the role of local economies in pursuing national economic development has expanded with greater influence. In the meantime, a number of countries have adopted industrial cluster policies for regional and national economic development. By analysing the effect of agglomeration of each cluster, the correlation between the density of industry agglomeration and productivity index was studied by distinguishing the cluster areas from non-cluster areas. This study shows that the information-technology industry has positive correlation between the two exponents in both 2003 and 2005. The
film and entertainment industry also indicates positive correlation between the two exponents in both 2003 and 2005 yet only in terms of sales revenue. On the other hand, the publication and printing, and the textile and fashion industries turned out to have positive correlation between the two exponents only in 2005. These results lead us to the conclusion that the information-technology industry is the cluster predominant industry in Seoul which calls for more government policies that are designed to foster the industry. On the contrary, the other three industries--film and entertainment, publication and printing, and textile and fashion--still require multi-year in-depth studies to make a concrete judgement on the level of agglomeration and productivity of industrial clusters.
Since the productivity of industries in the industrial clusters proved to be higher than those in non-cluster areas, there should be consistent and continued polices aimed at strengthening industrial clusters in order to enhance international competitiveness of the local economy.
