사회적 기업의 인증이 고용과 사회서비스 질에 미치는 영향 연구 (Study on the Impact of Social Enterprise Certification on Employment and Quality of Social Service)

초록

오늘날 사회서비스 환경은 사회적 기업의 종사자들의 고용과 사회서비스 질 향상에 필요성을 예고하고 있으며, 인증 사회적 기업의 고용의 질과 사회 서비스의 질을 높이려는 방안에 관한 필요성이 제기되고 있다.
연구목적은 인증 사회적 기업의 근무환경을 조사하고 어떠한 요인들이 종사자들의 고용과 사회서비스의 질 만족도에 어떠한 영향을 미치는 지를 분석하는데 있다. 현재 한국의 인증 사회적 기업의 운영현황을 파악해 보고 종사자들의 고용창출을 통해 새로운 고용복지와 사회서비스 향상을 도모하는 것을 목적으로 한다.
연구결과는 첫째, 사회적 기업의 인증유무에 따른 고용의 질 요인은 유의한 차이가 없었다. 둘째, 사회적 기업 인증유무에 따른 사회서비스의 질 요인에는 유의한 차이를 보였다. 이는 사회적 기업의 인증요인은 사회서비스의 영향요인이다. 셋째, 사회적 기업 특성상 고용과 관련해 고용 안정성이 고용의 질에 매우 영향을 미치는 요인이다. 즉, 사회적 기업의 인증은 고용 안정성으로 인한 고용의 질에 영향을 미친다. 따라서 사회적 기업의 인증이 빠를수록 고용의 질과 사회서비스의 질이 향상된다는 것이다.
본 연구의 시사점으로 사회적 기업은 이윤보다는 사회적 취약계층의 일자리 창출이라는 사회적 성과를 실현하고 사회적 기업의 중요한 인증 요건이 되고 있다. 사회적 기업운영 과정에 있어 영리기업과는 다르게 이해관계자가 참여하는 의사결정 구조이다. 무엇보다 인증 사회적 기업은 취약 계층에게 지속가능한 일자리를 제공한다는 점과 정부재정지출의 효율성을 향상시키는데 기여한다.

영어초록

Today's social service environment foreshadows the necessity of improving the employment and quality of social services of employees in social enterprises, and the need for measures to improve the quality of employment and social services of certified social enterprises has been raised.
The purpose of this study is to investigate the working environment of certified social enterprises and to analyze what factors affect the employment and service quality satisfaction of employees. It aims to understand the current status of the operation of certified social enterprises in Korea and to promote new employment welfare and social services through job creation for employees.
The results of the study are as follows: First, there was no significant difference in the factors of employment quality according to the certification of social enterprises. Second, there were significant differences in social service quality factors according to the presence or absence of social enterprise certification. Third, due to the characteristics of social enterprises, employment and related employment stability are factors that have a great influence on the quality of employment. In other words, the certification of social enterprises affects the quality of employment due to employment security. Therefore, the faster the certification of social enterprises, the better the quality of employment and the quality of social services.
As the implications of this study, social enterprises realize social achievements of creating jobs for the socially vulnerable rather than profits, and are becoming an important certification requirement for social enterprises. In the process of operating a social enterprise, unlike for-profit companies, it is a decision-making structure in which stakeholders participate. Above all, certified social enterprises contribute to promotion the efficiency of government fiscal expenditures and providing sustainable jobs to the vulnerable.
