신임 경찰 교육의 질적 제고를 위한 PBL 교육 활성화 방안 (Measures to Activate PBL to Enhance Quality of Education for Newly-assigned Officers)

초록

이 연구에서는 전 세계적인 교육 방향으로 대두되고 있는 PBL 교육의 개념과 발전과정, 활성화 배경 등을 면밀히 분석하여 중앙경찰학교 등 우리나라의 신임 경찰 교육과정에 도입, 활성화 할 수 있는 방안을 모색하고, 나아가 신임 경찰 교육의 질적 제고를 위한 방안을 모색하였다.
연구결과, 현재의 채용과정에서 채택하고 있는 객관식 필기시험의 한계, 평균값 수준에 그치고 있는 교육생의 교육 만족도 제고를 위해, 그리고 치안환경과 사회변화에 부합하는 새로운 교육을 위해 신임 경찰 교육과정에도 PBL 교육의 활성화가 필요할 것으로 판단된다.
신임 경찰 교육과정에서의 PBL 교육을 활성화하기 위한 구체적 방안으로는 첫째, 현재 중앙경찰학교에서 편성, 운영하고 있는 교육과정 중 공직가치․교양 분야에서 총 6개 교과목, 실무 분야에서는 총 10개 교과목에 대하여 PBL 교육을 우선 적용해야 할 것이다. 둘째, PBL 교육의 운영방법에 있어서는 Barrows의 7개의 과정을 함축하여 6개 과정으로 시행하는 등 수업 시수에 맞도록 재구성하는 방법을 채택해야 할 것이다. 셋째, PBL 교육을 담당하는 교수자의 역량을 제고하기 위해 양질의 내‧외부 교수자를 확보하고, 수업을 효과적으로 설계하고 평가할 수 있는 다양한 교수법 교육을 신설해야 할 것이다. 넷째, 효과적인 PBL 교육의 실시를 위해 중앙경찰학교에 PBL 교육 전용 강의공간을 마련함과 동시에 웹 기반 PBL 교육 인프라를 확대해야 할 것으로 보인다.
시대적 변화에 부응하는 새로운 교육을 통해 소통과 공감능력을 가진 창의적인 경찰관을 육성하는 것은 우리 경찰 조직의 또 다른 과제라 할 수 있다. 그리고 경찰 교육기관의 본질에 따라 시대가 요구하는 경찰관을 양성하기 위해 교육에서도 있어 끊임없이 변화하고 노력하는 것이야말로 진정한 경찰 교육의 질적 제고를 위한 가장 중요한 방법일 것이다.

영어초록

In the first place, this study closely analyzed the concept, developing process and background of activation of PBL (Problem-based learning) - emerging as the educational direction across the world. Then, the study sought to find measures to apply and activate those findings to educational courses for the country's newly-assigned police officers at Central Police Academy and one step further sought to find measures to enhance quality of education for newly-assigned officers.
As a result of research, this study deems PBL needs to be activated also in the educational courses for newly-assigned officers. This need arises mainly from two reasons: First is to overcome the limit of objective written tests now in place for recruitment and enhance educational satisfaction of trainees presently remaining only at the average value; the other is to pursue new education corresponding with security environment and social changes.
The following is the specific measures to activate PBL in the educational courses for newly-assigned officers. First, PBL should be applied above all to totally six subjects in the fields of value of public service and liberal arts out of curriculums currently organized and operated by Central Police Academy and totally ten subjects in the field of actual service. Second, in the course of operating PBL, new methods should be adopted to reorganize in tune with the number of courses, for instance, by running only six courses from initial seven courses of Barrows. Third, in an attempt to enhance capability of teachers in charge of PBL, the new education needs to secure high level of teachers from inside and outside, and must newly establish a diverse range of education on teaching methods to effectively design and evaluate the classes. Fourth, for an effective PBL implementation, teaching space exclusively for PBL needs to be arranged at Central Police Academy along with the increase of web-based education infrastructure.
Another assignment of our country's police organization is, the study believes, to cultivate creative officers equipped with ability to communicate and sympathize through new education in step with the change of times. And in order to cultivate officers demanded by the times, ceaseless change and trying over the course of education as essentially required by police educational body, can be the most important method to enhance quality of true police education.
