지방자치단체 사회복지직공무원의 공감능력과 의사소통능력이 직무성과에 미치는 영향 (The Influence of the Empathic Ability and the Communication Ability of the Social Welfare Government Officials on Their Work Performances)

초록

본 연구는 공공복지서비스의 제공자이며, 복지전달체계의 핵심인 사회복지직공무원의 효율적 업무수행과 성공적인 복지서비스 전달을 위하여 공감능력과 의사소통능력이 직무성과에 미치는 요인을 확인하고, 이를 토대로 사회복지직공무원들의 직무성과를 높일 수 있는 방안을 찾고자 하는 데 있다.
본 연구자들은 경기도 지역의 사회복지직공무원 300명을 대상으로 설문을 실시하여 252부의 답변을 받았으며, 이중 불성실한 답변을 제외한 238부를 SPSS 23.0을 이용하여 통계 분석을 실시하였다. 응답자의 공감능력, 의사소통능력, 직무성과의 차이를 알아보기 위해 t-test와 ANOVA를 사용하였고, 공감능력, 의사소통능력, 직무성과와의 상관관계를 알아보기 위하여 Pearson 상관분석, 다중회귀분석과 선형회귀분석을 실시하였다.
연구결과는 첫째, 사회복지직공무원의 공감능력이 높을수록 직무성과도 높은 것으로 나타났다. 둘째, 사회복지직공무원의 의사소통능력이 높을수록 직무성과도 높은 것으로 나타났다. 본 연구는 의미는 상담영역에서 중요한 요소인 공감능력 및 의사소통능력을 사회복지직공무원을 대상으로 연구한 것에 있다. 또 하나의 의미는 사회복지직공무원의 효율적 업무수행과 성공적인 복지서비스 전달을 위해 공감능력과 의사소통능력이 직무성과에 미치는 영향을 확인하여, 사회복지직공무원의 복지 상담서비스 강화를 위한 체계적인 교육 필요성을 제공하는 근거를 마련했다는 것이다.

영어초록

This research confirms the factors of the influences of the empathic ability and the communication ability on the job performance for the efficient execution of the work and the delivery of the successful welfare service by the social welfare government officials, who are the providers of the public welfare services and who are the cores of the welfare delivery system. And this research intends to find a plan that can heighten the job performances of the social welfare government officials based on it.
This research carried out a questionnaire survey with 300 social welfare government officials in the Gyeonggi-do region as the subjects, received the 252 copies of the answers, and statistically analyzed 238 copies, excluding the insincere answers among them, by using the SPSS 23.0 and the AMOS 23.0. In order to find out the differences between the empathic ability, the communication ability, and the job performance of the respondents, the t-test and the ANOVA were used. And, in order to find out the correlations between the empathic ability, the communication ability, and the job performance, the Pearson correlation analysis, the multiple regression analysis, and the linear regression analysis were carried out.
The results of this research are the following: firstly, the higher the empathic ability of a social welfare government official, the higher the job performance was. Secondly, it appeared that, the higher the communication ability of a social welfare government official, the higher the job performance, too. The significance of this research is that it carried out a research on the empathic ability and the communication ability, which are the important elements in the domain of counseling, with social welfare government officials as the subjects. Yet another significance is that, by confirming the influences of the empathic ability and the communication ability on the job performance for the efficient execution of the work and the delivery of the successful welfare services by the social welfare government officials, a basis for providing the need for a systematic education for the strengthening of the welfare counseling service by the social welfare government officials has been prepared.
