미국의 사적지 조사 및 관리정책 (American Historic Sites Survey and Its Management Policy)

초록

국가보훈처가 독립기념관에 위탁하여 4년간(2007~2010) 진행해온 항일 독립운동 및 국가수호 사적지 실태조사 이후 사적지의 관리와 활용을 체계적으로 시작하고자 하는 시점에서 75년의 역사를 가진 미국의 사적지 조사 및 관리를 참고하는 일은 매우 필요한 일이다.
이 논문은 『Barry Mackintosh, THE HISTORIC SITES SURVEY AND NATIONAL HISTORIC LANDMARKS PROGRAM A HISTORY』를 바탕으로 미국의 사적지 조사 및 관리정책을 정리한 것이다. 이 책의 저자 베리 매킨토시(Barry Mackintosh)는 미국의 국립공원청의 역사가(Historian of National Park Services)로서 이 사업이 본격화 되었던 15년 동안 미국의 역사 사적지 조사와 관리를 담당해온 사람이다. 이 책에는 미국 정부의 사적지 보호 노력과 정책의 발전 과정이 정리되어 있다.
미국 국립공원청의 사적지 조사와 관리의 역사를 통해볼 때 사적지의 조사, 선별, 지정 등의 과정에서 중요도의 불균형, 특정 인사·지역·집단의 지정압력, 정치적 고려로 인한 기준적용의 변질, 조사와 보존을 위한 예산 문제 등 다양한 문제들을 경험했다. 미국의 사적지 조사와 보존 및 활용정책은 다음과 같은 면에서 우리에게 시사점을 준다.
① 사적지를 국립공원청을 통해 미국 국가적 견지에서 전체적으로 다룬다. 한국의 경우 등록문화재, 현충시설 등으로 분리되어 있고, 이 사이에 역사적으로 중요하나 어느 쪽에도 들지 않는 사각지대가 있다.
② 미국의 경우 사적지를 통하여 애국심을 핵심어로 하여 미국 국가에 대해, 국가를 향해 중요한 무엇인가를 말해주는 것, 미국 국가의 건국정신과 국가적 원칙, 국민을 통합시키는 역사를 통하여 미국 국가의 발자취를 보여주는 데 역점을 둔다. 우리는 근대 이전의 문화에 초점이 놓여 있다.
③ 미국의 경우 국립공원청에서 조사연구를 한 후 내무성 장관의 자문위원회에서 자문을 거쳐 내무성장관이 사적지 지정을 발표하는 공식적인 기구와 절차가 정착되어 있다. 역사적 장소의 선정기구와 절차를 공식화할 필요가 있다.
④ 사적지의 등급기준은 국가적 중요 사적, 광역시도 수준의 사적, 시군 수준 사적으로 분류되는 것이 합리적일 것 같으며, 그 기준이 구체적으로 정리될 필요가 있다.
⑤ 사적지 지정에 다른 국민 재산권과의 마찰 등이 따른다. 꼭 보존해야 할 사적지의 범위를 정하고, 이에 대한 합리적인 보존의 방책을 강구할 필요가 있다.
⑥ 사적지의 시기적 하한선, 생가와 묘지, 사적지구, 사라진 구조물의 터, 상반되는 가치의 문제, 대한민국 역사로서 대통령 관련 주요 사적 등의 문제 등 미국의 사적지 정책의 전개과정에서 우리에게 많은 시사점을 주고 있다.
⑦ 효과적인 역사교육을 위해 사적지를 활용할 필요가 있다. 미국의 국립공원청이 발전시킨 「역사적 장소를 활용한 가르침」(TwHP) 프로그램을 참고하여 일선 교사와 해설자들이 역사적 장소를 활용하여 가르칠 수 있도록 자료를 구축할 필요가 있다.

영어초록

It would be necessary to reference the survey of the historic sites of the United States of America and its management policy, which has been for 75 years, at the time of starting to servey and manage systematically the Korean historic sites. The Independence Hall of Korea surveyed the historic sites of the anti-Japanese independence movement and Korean War(1950~1953) during last 4 years (from 2007 to 2010) on the basis of the commission of the Ministry of Patriots and Veterans Affairs, Korea. In the article, I studied out the American historic sites survey and its management policy based on “THE HISTORIC SITES SURVEY AND NATIONAL HISTORIC LANDMARKS PROGRAM, A HISTORY” written by Barry Mackintosh. He, a historian of National Park Services, was in charge of American historic sites survey and management which progressed in full scale for 15 years. In his book, he sorted out the effort of the American government to protect the historic sites and the development course of its policy.
According to the historic sites survey and management history of the National Park Services, the disproportion of importance, outside pressure like a specific figure, region and group, the change of the standard imposition caused by the political consideration, budget problems for survey and protection, and others became the issues. The American policy to survey, protect and utilize the historic sites has implications for us as follows; ① The historic sites are treated generally from the national point of view. through the National Park Services. In Korea, the historic sites divide into a registered cultural property and memorial facilities, by different government ministeries So, there is dead zone that some historic sites which do not belong to any of them even though they are historically important.
② In the United States of America, they place emphasis on showing the public traces of America through something important to say of the country and to the country, the spirit of the foundation of the country, national principle, and history of national unity through the historic sites. And the patriotism is the key point. But we focus on culture of the pre-modern era.
③ In the United States, an official organization and a procedure to designate the historic sites are established, that is, the historic sites are designated and announced by the United States Secretary of the Interior through the consultation of the advisory committee to the secretary after the research in the National Park Services. It is required to formulate an organization and the procedure to select the historic sites.
④ It seems reasonable to classify the historic sites according to the rating imfortance as follows; national historic sites, provincial or metropolitan historic sites and city or county historic sites. And it is required to organize its standard in detail.
⑤ There will be a case to infringe on the property rights of local residents in designating the historic sites. Accordingly, it is required to define the boundaries of the historic sites which should be preserved and find reasonable ways to preserve them.
⑥ The American policy development course on the historic sites has lots of implications for us in Korea the issues of the time limit of the historic sites, the birthplace and tomb, a conservation area, a site where vanished structures was located, directly-opposed values, important historic sites in connection with the presidents.
⑦ It is necessary to utilize the historic sites for effective history education. Referring to Teaching with the Historic Places(TwHP) program developed by the National Park Services of the United States of America, we need to Prepare materials in order to make the teachers and docents teach the students and citizens utilizing the historic sites.
