초록

In this study, a unique approach to find primary targets for land banking utilizing the existing public lands is implemented. The most important factors in selecting land banking targets are accessibility to regional job markets and land prices. In general, it is very difficult to satisfy these two conflicting conditions simultaneously. However, it could be easier if there is a portion of public lands nearby, because it might mitigate the financial burden and help to constitute a relevant size of land according to the purpose of policy. To capture the size and location of public lands, polygons are created using sub-arterial roads. After overlaying the polygons on the available lands which are selected considering accessibility to regional job markets, military and environmental regulations, location of regional green axis, and land types, the proportion of public land in each polygon is measured. The ratio of public land in each polygon is mapped to display clusters of target areas for land banking. It could be a meaningful approach in terms that it might provide a useful guidance to the current land banking policy.
