초록

반려동물의 등록제나 맹견의 사육허가제와 기질평가제에 있어 반려동물의 등록 기준 관할(주소지, 거소지, 사육장소)을 실제 양육지(사육장소)와 등록정보가 상이한 점을 들어 어떠한 기준으로 해야할지 검토가 필요하다.
반려동물에 대한 등록 기준 관할(주소지, 거소지, 사육장소)에 대한 제안을 하자면 첫째, 소유자(양육자 및 보호자)의 주소지와 반려동물의 양육지(사육장소)를 둘다 기재하여(지자체의 관리나 예산의 문제가 있을 수 있음) 적용하거나 선택할 수 있게 하는데 여기서 기본 전제가 되어야 하는 것은 반려동물의 등록 정보를 실시간으로 관리 할 수 있는 시스템을 구축 및 연계(국가동물보호정보시스템)하여 신속하게 조회하고 변경하게 할 수 있어야 한다. 둘째, 반려동물의 등록 기준을 소유자(양육자 및 보호자)에서 실제 양육지(사육장소)로 개편하는 것으로 기본 등록은 소유자(양육자 및 보호자)의 주소지로 하고, 추가 등록을 실제 양육지(사유장소)로 하면서 기본 전제 조건으로 등록된 양육지(사육장소) 변경 시 신고를 의무화 해야 한다. 셋째, 기질평가의 경우 소유자(양육자 및 보호자)의 주소지가 아닌 반려동물의 실제 양육지(사육장소)에서 시행하여야 하며, 이를 위해서 반드시 양육지(사육장소)를 명확히 기재하고 이를 직접 조사해야한다. 특히 기질평가의 경우 실제 생활하는 환경에서 많이 벗어나거나 달라질 경우 그 결과는 더욱 좋지 않게 나타나기도 한다.

영어초록

In the case of the registration system for companion animals, the breeding permit system for vicious dogs, and the temperament evaluation system, it is necessary to review the criteria for the registration criteria (address, place of residence, breeding place) of companion animals, considering that the actual breeding place (breeding place) and registration information are different. If we are to make a suggestion for the registration criteria (address, place of residence, breeding place) for companion animals, first, both the address of the owner (breeder and guardian) and the breeding place (breeding place) of the companion animal should be listed (there may be issues with local government management or budget) so that they can be applied or selected. The basic premise here is that a system capable of managing the registration information of companion animals in real time should be established and linked (National Animal Protection Information System) so that it can be quickly searched and changed. Second, the registration criteria for companion animals should be changed from the owner (foster and guardian) to the actual place of custody (breeding place). The basic registration should be at the address of the owner (foster and guardian), and additional registration should be at the actual place of custody (private place). As a basic prerequisite, reporting should be mandatory when the registered place of custody (breeding place) is changed. Third, in the case of temperament evaluation, it should be conducted at the actual place of custody (breeding place) of the companion animal, not the address of the owner (foster and guardian). To this end, the place of custody (breeding place) must be clearly described and directly investigated. In particular, in the case of temperament evaluation, the results may be even worse if it deviates significantly from or is different from the actual living environment.
