코로나 발생 기간 중 북한 시장환율 분석 (An Analysis of North Korea’s Market Exchange Rate during Covid19)

초록

코로나 발생 기간 중 북한원 초강세 현상이 나타났다. 코로나 기간 중미달러 대비 강세를 나타낸 통화는 북한원이 유일하다. 이와 관련 학계는 여러 가지 설명을 제시하였다. 첫째는 무역 급감에 따라 달러를사용할 일이 없어졌고 따라서 보유의 필요성이 낮아지자 달러 매도가이어지며 환율하락이 있었다는 시각이다. 둘째는 북한당국이 2021년초에 있을 8차 당대회를 앞두고 인위적 평가절상을 통해 원화 임금의구매력을 높이고자 했다는 시각이다. 셋째는 아시아프레스가보도한조선노동당 하달 ‘돈표’ 기밀문서와 국정원 국회 보고에서 제기된 북한의 조폐 능력 상실에 근거하여 원화의 공급 차질로 환율하락이 나타났다는 주장이다. 마지막은 환율하락이 탈달러라이제이션(dedollarization) 과 연관되어 있으며 무역 급감으로 시작되었지만, 정권도 이에 편승하여 외화 의존도를 낮추고자 인위적으로 조장하는 것이아니냐는 시각이 있다.
본 연구 내 회귀분석 결과에서 볼 수 있듯이 총교역량은 환율 변동의약 25%를 설명하는 데 그치고 있다. 따라서 무역감소에 따른 북한원강세 주장은 틀린 것은 아니지만 충분한 설명이 안 되는 것이다. 원화임금의 구매력 제고를 위한 조치라는 주장 그리고 그 결과를 달성하기 위해 북한원 공급을 줄였다는 주장은 근거가 빈약하다. 한편 조폐 능력 상실로 북한원의 공급이 줄었다는 주장은 조선로동당 포치안, 그것을 국회에 보고한 국정원 분석 그리고 북한의 임시 대체 통화였던 돈표의 등장과 사라짐으로 근거가 상당하다고 할 수 있다. 마지막으로탈달러라이제이션이 정책적으로 추진된 것이라는 시각은 이론적으로성립되지 않는다는 점에서 북한원 강세의 요인이 아니라고 보았다. 탈달러라이제이션은 금융산업발전의 내생적 과정이다. 금융의 기초인예금조차 보편화 되지 않은 상황에서 탈달러라이제이션은 시작될 수없는 것이다. 더욱이 탈달러라이제이션의 방법 또는 그 효과로 자국통화의 평가절상은 선행연구, 해외연구에서 언급된 바조차 없다.
본 연구는 북한 시장환율의 움직임을 설명할 때 매체와 학계가 쉽게빠지는 오류를 분석하여 향후 북한 환율 및 금융산업 분석에 일조하고자 하였다. 향후 환율보다는 은행 시스템 발전 양상 연구가 더욱 중요할 것으로 보인다.

영어초록

During Covid19, the North Korean Won(KPW) strengthened by almost 50% from 8,300 KPW per USD to 4,600 KPW per USD.
Compared with other small and big economies’ exchange rates, this is singular. There was not even a single case of a currency strengthening against the dollar during Covid19 but for the KPW.
News agencies and academia raised 4 distinct possible causes. The most shallow and misleading reasoning was that due to the border closure between North Korea and China, there was no demand for the yuan or the dollar. They became cheaper to buy. A more thought through explanation was that the supply of KPW dropped either thru the coordinated effort of the government to strengthen the purchasing power of the won to garner support of the citizenry before the 8th congress or that the Central Bank of Chosun simply lost the ability to produce enough notes due to the depletion of the special paper and ink which was all imported. Lastly, a couple of researchers linked the phenomena to de-dollarization either as a policy or a given state of the economy.
A simple regression has shown that trade explains roughly 25% of the movement in the exchange rate. So the first explanation can be said to be valid but nevertheless it can only be a minor cause of the event. The conjecture that this was a program to garner the support of the people lacks evidence.
Rather, the people saw it as a threat to their livelihood. In fact it would make more sense to say that the market-savvy North Korean government would not have risked such a drastic measure before the 8th congress. Although it may seem comical that a nation could run out of paper and ink to print notes, there is ample evidence that this was in fact the case. The dictate from the Worker’s Party of Korea and the ensuing official report of the National Intelligence Service states clearly that there was a serious issue with the supply of KPW notes. As a corollary evidence there was wide coverage of the issuance and disappearance of the ‘Money Ticket’(돈표) which was made with local paper and ink, introduced specifically to alleviate the dire situation caused by the lack of proper KPW notes.
Lastly, to view the strengthening of the won as part of an effort to de-dollarize is not corroborated by any precedent or theory. In fact it would be very unwise for any government to try to de-dollarize during the chaos and instability caused by Covid19. For any de-dollarization effort to succeed, macroeconomic stability must first be achieved.
