10~12세기 고려의 渤海難民 수용과 주변국 同化政策 (A Study on Korea's Accommodation of the Refugees from the Collapsed Kingdom of Balhae and Policy of Assimilating the Neighboring Nations in 10th~12th Centuries)

초록

고려는 건국과 동시에 불안한 동북아시아의 정세에 직면하여 주변 민족의 고려 편입을 유도하기 위한 諸정책을 시행하였다. 당시 고려를 둘러싼 인접국가의 내부적 혼란과 새롭게 등장하는 북방민족의 흥기는 발해 멸망의 직접적인 원인이었다.
이처럼 10세기 전후의 동북아시아의 혼란한 정세는 고려의 대내외정책을 치밀하게 수립해야 할 당면 과제였다. 이에 따라 고려는 대내적 안정을 위한 중앙집권 강화 정책을 수립하면서도 정복전쟁의 수행에 필요한 인적 자원의 확충을 위해 북방 지역의 이민족을 적극 수용하고자 하였다.
고려는 왕권의 안정을 위한 제도와 팔관회를 활용한 대외적 신인도의 확대를 꾀하여 북방 이민족에 대한 羈縻州의 설치를 통하여 투화를 적극 유도하였다. 또한 우산국과 탐라국에 대한 정치적 영향력을 강화하는 정책도 수립하였다. 특히 탐라국에 대해서는 전통적인 동북아시아의 조공-책봉관계를 활용하는 羈縻支配 방식을 채택하여 적극 시행하였다.
고려의 난민과 이민족에 대한 다양한 동화정책의 시행은 고려 전기 발해의 세자 大光顯과 그 難民을 비롯한 여진 및 북방 민족의 내투과정에서 전개되었다. 아울러 탐라에 대한 기미지배와 지방 정부 편입으로 동북아시아에서 고려의 영향력을 확대하여 갔다.
고려 전시기에 걸쳐 끊임없이 투화해온 이민족에 대한 賜姓名, 賜爵 등의 정치적 배려와 편호 및 투화전 지급 등의 사회경제적 처우의 개선은 고려인의 정체성으로 동화될 수 있는 계기를 제공하였다. 아울러 이민족에 대한 고려의 적극적인 동화정책은 동북아시아에서 고려의 위상을 제고하는데 일조하였다고 볼 수 있다.

영어초록

Having faced with the political instability of Northeast Asia since its foundation, Goryeo implemented policies for the incorporation of neighboring peoples. At the time of the establishment of Goryeo, the internal confusion of neighboring countries surrounding Goryeo and the rise of the newly emerging northern peoples acted as the direct causes of the fall of Balhae.
The turbulent political condition in Northeast Asia around the 10th century was an immediate challenge that required Goryeo to establish deliberate internal and external policies. Therefore, Goryeo attempted to actively accept foreign peoples from northern regions to expand human resources necessary to wage conquest wars while setting up policies to strengthen the centralized power for internal stability.
Goryeo also actively induced the voluntary surrender of northern peoples with the establishment of loose-reign provinces, raising its external reputation by using the system to promote the stability of royal authority and the Palgwanhoe (Assembly of the Eight Commandments). In addition, Goryeo formulated a policy to reinforce its political influence on Usan and Tamna. In particular, for Tamna, it adopted and actively implemented the loose-reign control system that utilized the traditional Northeast Asian tributary relationships.
Goryeo's various assimilation policies for refugees and foreign nations were unfolded in the process of accepting crown prince Daegwanghyeon and people from Balhae and northern foreign peoples including the Jurchen during its early years. In addition, the kingdom expanded its influence in Northeast Asia, with the loose-reign control of Tamna and incorporation of local governments.
Political incentives such as the granting of names and public offices to foreign peoples who continued to voluntarily surrender to Goryeo throughout the entire Goryeo period and systems for improving their socio-economic status such as the provision of family registers and tuhwajeon (land) helped them establish their identity as the Goryeo people and be assimilated into the Goryeo society. In addition, it is considered that Goryeo's active assimilation policy toward foreign peoples greatly contributed to raising the status of the country in Northeast Asia.
