노인의 안전복지를 위한 안전주거지침 개발 연구 (A Study on the Development of Safety Guidelines for the Safety and Welfare of the Elderly)

초록

고령화인구가 지속적으로 증가하면서 노인들의 Aging in place(살던 곳에 계속살기)를 추구하는 노인 단독가구가 증가하고 우리나라 전체가구에서 독거노인가구의 비중 또한 점차 늘어나고 있다. 노인 단독가구의 증가는 노인의 주거 내 안전사고 발생이 해마다 증가한다는 문제점으로 이어지고 있다. 노인의 각종 질환으로 인한 취약한 상황에 주거 내 안전사고 발생이 부가됨으로써 노인 가구에 심각한 위험이 야기되고 있으므로 노인들이 주택에서 보다 안전하고 건강한 생활을 영위할 수 있도록 현실적인 노인안전대책이 마련되어야 한다.
노인들이 거주하는 주택에서 발생하는 안전사고 현황을 살펴보고, 주거 내에서 노인의 안전사고 예방 및 안전복지서비스 지원을 위하여 주거공간별 지침으로 활용할 수 있는 방안을 모색하고자 한다. 그 방법으로는 다음과 같다. 첫째, 문헌연구방법을 이용하여 노인 대상의 생활안전 및 안전사고 관련 키워드를 중심으로 한 선행 연구를 통해 주거 내 안전사고 현황을 파악하였다. 둘째, 노인안전복지서비스 지원을 위한 주거지침을 설정하기 위하여 안전사고 현황의 사고유발 항목들을 파악하여 이를 바탕으로 실내, 실외로 구분한 공간별 안전주거지침의 세부범주를 분석 및 정리하였다.
그 결과 주거 내 구조와 시설이 노인 안전사고에 얼마나 취약한지에 대한 각 공간별 안전취약요소를 파악하였고 노인 안전복지서비스에 주거개선이 필수적인 것으로 나타났다. 또한 노인의 안전문제와 주거문제는 불가분의 관계에 있으므로 현재 노인들이 살고 있는 주거에 대하여 안전복지서비스 지원에 필수적인 주거지침을 도출하였다. 노인의 신체적 노화 특성에 따른 계획요소를 개선하여 개별공간과 공용공간으로 구분하여 주거지침을 제시하였다. 개별공간은 침실, 거실, 부엌 등 각 실에 대한 내용으로 구조지침(실의 크기와 위치, 난방 환기 등)과 설비지침(손잡이, 비상벨, 경보장치 등)으로 구분하였고, 공용공간에서는 복도 및 계단의 폭과 같은 비상 대피 및 안전에 필요한 장치 등에 대한 지침을 제시하였다.
안전취약계층인 노인을 대상으로 맞춤형 노인안전복지서비스를 지원하기 위해서는 노인의 생활안전사고에 대한 사회적 공감대 형성이 필요하며, 이에 노인의 행태 및 요구를 반영한 안전주거를 기본으로 구조 및 설비 측면에서 안전성을 확보함으로써 안전복지서비스 지원 연계 및 안전교육 프로그램 개발에 대한 안전복지체계를 확립할 수 있다. 향후, 지속되어야 할 연구의 방향으로는 노인들에게 기본적으로 안전한 주거를 제공하고 주거 내 안전사고 예방을 위한 홍보와 교육이 강화되어야 한다. 또한 포괄적이고 종합적인 안전복지서비스를 지원할 수 있도록 Aging in Place를 지향하는 고령친화적 안전복지환경 조성을 위한 정책적 기준이 마련되어야 할 것으로 사료된다.

영어초록

As the aging population continues to increase, the number of elderly single households pursuing Aging in place for the elderly is increasing, and the proportion of elderly households living alone in all households in Korea is also gradually increasing. The increase in the number of elderly single-family households leads to a problem that the occurrence of safety accidents in the elderly's housing increases every year. Since the occurrence of safety accidents in housing is causing serious risks to elderly households in vulnerable situations due to various diseases of the elderly, realistic safety measures for the elderly should be prepared to help the elderly lead a safer and healthier life in their homes. We will look at the current status of safety accidents occurring in houses where the elderly live, and seek ways to use them as guidelines for each residential space to prevent safety accidents and support safety welfare services for the elderly in the housing. The method is as follows. First, using the literature research method, the current status of safety accidents in housing was identified through previous studies focusing on keywords related to life safety and safety accidents for the elderly. Second, in order to establish housing guidelines for supporting safety and welfare services for the elderly, detailed categories of safety housing guidelines for each space classified indoors and outdoors were analyzed and organized based on this. As a result, it was found that the safety vulnerabilities of each space were identified how vulnerable the structure and facilities in the house are to elderly safety accidents, and housing improvement was essential for elderly safety and welfare services. In addition, since the safety and housing problems of the elderly are inseparable, housing guidelines essential for supporting safety welfare services for the housing where the elderly currently live were derived. By improving the planning elements according to the physical aging characteristics of the elderly, residential guidelines were presented by dividing them into individual and public spaces. Individual spaces were divided into structural guidelines (size and location of rooms, heating ventilation, etc.) and facility guidelines (handles, emergency bells, alarms, etc.) and guidelines for emergency evacuation and safety such as corridor and stair width were presented in public spaces.  In order to support customized safety welfare services for the elderly, it is necessary to form a social consensus on safety accidents for the elderly, and safety welfare systems can be established by securing safety in terms of structures and facilities based on safety housing. In the future, the direction of research to be continued should basically provide safe housing to the elderly and strengthen publicity and education to prevent safety accidents in the housing. In addition, it is believed that policy standards for creating an elderly-friendly safety and welfare environment aimed at Aging in Place should be established to support comprehensive and comprehensive safety and welfare services.
