이주여성의 취업지원정책 개선방안 연구 (A Study on the Improvement of Employment Support Policy for Female Immigrants)

초록

우리나라 외국인 주민수가 총인구의 3.4%가 되었고 북한이탈주민의 수가 3만 명을 넘었다. 인구 통계적으로는 매우 빠르게 다문화사회로 변화되고 있으나 이들 이주민들이 우리사회에 안정적으로 정착하고 우리 사회에서 차별없는 삶을 영위하면서 사회적 통합을 이루기에는 많은 어려움을 겪고 있다. 이 글은 이주민의 다수를 차지하고 있는 결혼이민여성과 북한이탈주민여성이 안정적으로 우리사회에 정착할 수 있기 위해서는 취업이 가장 중요하다는 생각에서 현행 취업지원정책의 현황과 문제점을 살펴보고 관련정책들이 강화되고 보다 효율적으로 수행될 수 있는 방안을 제시하고자 한다. 마침 북한이탈주민과 관련한 「북한이탈주민 보호 및 정착에 관한 법률」은 제정 20년이 되었고, 「다문화가족지원법」은 10년이 되었다. 정부는 이에 근거하여 북한이탈주민 정착지원 기본계획, 다문화가족정책 기본계획에 취업지원정책을 포함하여 시행하고 있다.
결혼이민여성과 북한이탈주민여성의 삶과 취업에 대한 현황 및 문제점은 매우 유사하나 관련법과 관련 행정부처의 차이로 정책적 차이점이 많다. 이의 장단점을 고려하여 이주여성의 취업지원정책에 대한 개선방안을 제안하고자 한다: 주요한 제안은 우선 이주민정책의 패러다임의 전환, 이주여성의 삶과 특징을 고려한 취업지원정책의 필요성, 중장기적인 계획 하에 취업역량을 강화할 수 있는 취업지원정책, 지방자치단체가 중심이 된 취업지원정책, 취업지원정책 추진체계의 효율성 강화 등이다.

영어초록

Foreign residents in Korea now constitute 3.4% of the total population and the number of North Korean refugees exceeded 30,000. Despite the rapid transformation into multicultural society in demographic terms, the immigrants are still experiencing a lot of difficulties in achieving social integration by stably settlement in our society and enjoyment of non-discriminatory life here. Noting that employment is the most important factor for the stable settlement of marriage immigrant women and female North Korean refugees that occupy the majority of the immigrants in our society, this study aims to examine the situation and problems of the current employment supporting policies and suggest plans for reinforcing the relevant policies and increasing the efficiency of their implementation. This year is the 20th anniversary of the enactment of 「North Korean Refugees Protection and Settlement Support Act」, which is related to North Korean refugees, and the 10th anniversary of the enactment of 「Multicultural Families Support Act」. Korean government is implementing employment supporting policy by including it into basic plan for settlement support for North Korean refugees and basic plan for multicultural family policy based on these acts.
Although the current situation and problems involving the life and employment of marriage immigrant women and female North Korean refugees have a lot of similarities, the policies regarding them have large difference due to the difference of the corresponding law and the relevant administrative department. This study attempts to suggest ways to improve the employment supporting policy for immigrant women by considering the pros and cons of the current policy: the main suggestions include change of paradigm of immigrant policy, necessity of employment supporting policy that accounts for the life and characteristics of the immigrant women, employment supporting policy that can reinforce job finding capability aimed at mid- and long-term goal, employment supporting policy centered at local government, and an increase of efficiency of the promotion system for the employment supporting policy.
