여순사건과 순천지역 좌·우익 세력의 동향 (Yosun Incidentand Movement of the Left and Right in Suncheon)

초록

여순사건을 제대로 이해하기 위해서는 여수, 순천을 비롯한 전남 동부 6군의 지역사적인 운동경험을 먼저 연구하여 밝힐 필요가 있다. 그러나 지금까지의 연구는 지역사적인 관점에서 여순사건을 밝히는데 소홀하였다. 이러한 문제의식에서 순천지역을 중심으로 여순사건에 이르기까지 좌우세력의 동향을 살펴보고, 이들이 여순사건이라는 폭풍의 소용돌이 속에서 어떠한 처지에 놓여있었으며, 그리고 어떠한 역할을 하였는지를 중점적으로 탐색하였다.
해방 후 전면에 나타난 순천지역의 좌우세력은 일제시기 청년운동, 신간회 활동, 사회주의운동을 전개한 인물들이 다수를 차지하였다. 건국준비위원회 순천지부는 우익세력이 주도하는 형태로 결성되었으며, 김양수를 중심으로 한 우익세력이 한국민주당 순천지부를 결성하여 우익정치활동을 주도해 나갔다. 한편 좌익 쪽에서는 노동조합평의회와 순천인민위원회를 조직하여 활동을 전개했다.
좌우익의 세력관계는 미군정이 들어서면서 전세가 역전되었다. 미군정의 한민당 우대정책, 강력한 물리력을 동반한 좌익탄압책으로 우익세력은 유리한 위치에서 좌익과의 대결을 펼치면서 지역사회를 주도해 나갈 수가 있었다. 또한 1946년 1월 21일 광복군이 청년동맹 급습하여 야기됐던 피살사건 이후 좌우대립이 심각한 형태로 전개됐으며, 1947년에 들어서 우익조직이 상당히 강화되었다. 좌익활동가들의 전향도 이어져 지역운동에도 상당한 파장을 불러일으켰다.
5 · 10선거를 전후해서 순천지역의 우익세력이 분화되어 이승만을 지지하는 세력, 한독당 세력, 한민당 세력으로 갈라졌다. 그리고 갑구와 을구로 나뉘어 치러진 순천지역의 선거에서 한민당 후보가 모두 패했다. 이는 순천지역의 반한민당 정서가 강했다는 것을 드러내는 것이라 할 수 있다.
이승만 정부가 들어선 지 얼마 안 되어 발생한 여순사건 당시 순천지역 좌익세력은 상당히 약화되어 있던 상태였으며, 남로당 순천군당은 봉기군을 통제할 수 있는 형편이 되지 못했다. 그러나 이들은 사건의 전면에 자신들을 드러내놓고 활동을 전개했다. 비록 짧은 기간이지만 다수의 희생을 초래했다. 그런데 좌익세력이 무차별적으로 우익세력을 처단했다는 지금까지의 인식은 재고될 필요가 있다. 좌익에 의한 우익인사 처형의 대표적인 사례로 양계원 순천경찰서장을 꼽을 수 있다. 그는 1948년 4월에 순천경호대를 결성하여 5개월 동안 훈련을 시켜 9월에 이르러 의용단으로 개편한 일로 지역민으로부터 반감이나 원성을 샀다.
정부군의 진압작전 과정이나 순천 탈환 후 봉기 가담자나 부역자 색출에서 무원칙적으로 무질서하게 처리함으로써 억울하게 희생당한 사람들이 상당수에 이르렀다. 그 대표적인 예로써 황두연 사건을 들 수가 있다. 황두연을 소장파로 분류하거나 이승만에 비판적인 입장을 취한 것으로 인식하고 있으나 이러한 견해는 시정될 필요가 있다. 황두연 사건은 5 · 10선거에서 패배한 세력이 여순사건을 기회로 세력을 만회하기 위해 상대편을 색깔론으로 공격하면서 야기된 것이라 할 수 있다.

영어초록

It is necessary to research the movement experience of the 6 counties’ local history in the eastern Jeonnam province including Yosu and Suncheon, for understanding thoroughly Yosun incident. So far, little research about local history regarding Yosun incident have been presented. This paper was based on the need for research in the local history. I looked upon the movement of the left and right by the Yosun incident in Suncheon and searched for their situation and roles in the vortex of Yosun incident. Most of the left and right wing in Suncheon after the Korean liberation had been working with the youth movement, Shingahoe activities and socialist movement during the colonial rule.
The Suncheon branch of the Committee for the Preparation of Korean Independence was mainly organized by the force of right wing. The force of the right wing with Kim Yang Soo had formed a branch of Korean Democratic Party and led the right wing activities. Meanwhile, the left wing organized the council of trade union and people’s committee of Suncheon and unfolded their activities.
The power balance between the left and the right reversed after the U.S. Military Government settled down in South Korea. The things developed favorably for the right wing through the U.S. Military Government’s policy for the Korean Democratic Party and strong repression against the left.
Also since the homicide which broke out right after the Liberation Army’s abrupt attack against the youth alliance, conflict between the left and the right became serious. Gradually the force of the left wing weakened and the wight wing organization strengthened considerably from the year of 1947. Additionally, the leftists continued to convert to the right wing and it affected the local movement. The right wing of Suncheon was divided into Syngman Rhee’s supporters, Korean Independence Party’s supporters and the Korean Democratic Party’s supporters around the general election on May 10, 1948. All the candidates of the Korean Democratic Party lost the election which was done into Gab and Eul area. This fact showed that anti-Korean Democratic Party sentiment was strong in Suncheon.
At the point of the Yosun incident which broke out right after the foundation of Syngman Rhee’s government, the left wing of Suncheon was not able to control the uprising force of the incident. However, the leftists exposed themselves and worked in the frontline of that indent. Even if the period of the incident was short, it resulted in a large number of victims.
It needs to reconsider an idea that the left wing indiscriminately killed the people of the right wing. Yang Gye Won, the chief of police station in Suncheon at the point was well-known example of the victim by the left wing. It seemed that he incurred the resentment of local people because he organized a security guard of Suncheon in 1948 April. Then he trained the security guard for 5 months and reconstructed them into militia in September.
A large number of local people were unfairly victimized because of the government army’s indiscriminate repression or hunting out participants and collaborators without a principle. A well-known example was the incident of Hwang Du-Yeon. He has been regarded as the member of Younger Faction or a critic against Syngman Rhee. That kind of idea should be revised. The incident of Hwang Du-Yeon broke out because the force who were defeated in the election on May 10 attacked the opponent ideologically in order to win political power with taking advantage of the Yosun incident.
