승가 노후복지 운영의 사례 검토 - 대한불교조계종을 중심으로 - (Review of Welfare Programs for Senior Sangha in Jogye Order of Korean Buddhism)

초록

대한불교조계종에서는 2011년 4월에 ‘승려복지법’을 제정하였으며, 10월부터 65세 이상 노스님들에게 요양비와 입원치료비 일부를 지원하는 제도를시행하였고, 연차적으로 거주 문제의 해결과 함께 수행연금(기초생활비)을지급하려고 계획하고 있다.
이에 본고에서는 조계종단의 소속 승려들의 욕구에 따른 승려 노후복지제도의 시행 과정과 앞으로의 과제에 대하여 검토하고, 아울러 지난 수십년간 중앙 종단의 지원 없이 자생적으로 설치되어 운영해온 수행과 생활공동체들의 현황을 살펴보았으며, 앞으로의 보완 과제에 대하여 검토하였다.
승려복지법에 의해 설립된 승려복지회는 향후 조계종 승가복지제도의 기획,운영관리와 연구조사 및 승가복지 프로그램 시행의 주체가 되며, 24개 지역별 교구본사에도 교구승려복지회가 설치된다. 승려 노후복지의 내용은 노스님들이거주할 수행관과 생활에 필요한 수행(생활)비, 보건의료(요양, 치료)비의 보장과 지원을 근간으로 한다. 향후 과제와 관련하여서는 국가 사회보장제도의 이용방안과 기준 설정, 승가복지제도의 전달체계 확립과 역할분담, 그리고 기초보장에 대한 국가 공적부조와 같은 종단의 무갹출 지원 제도가 필요하며, 조계종전체 승려들의 교육과 수행, 전법활동 보장과 지원을 위한 공제회로 발전해야함을 제안하였다. 아울러 이해 당사자인 스님들의 욕구에 따라서 지역 교구별 종합복지 기능을 갖춘 수행마을이 합리적 대안으로 필요하다는 의견을 제시하였다.
또한, 주로 비구니 스님들에 의해서 설치되고, 자생적으로 운영되어온 수행공동체들은 운영 재정의 어려움을 극복하고, 승가 공동체 본연의 수행과전법활동을 지속하기 위해서는 부족한 기능보강과 함께 새롭게 시행되는 종단의 승가복지 제도와 상호 협력하여 상생할 수 있는 방안을 모색해야 함을제안한다.

영어초록

In April of 2011, Jogye Order of Korean Buddhism introduced a new legislation called, “Legislation to Protect the Welfare of the Sangha”. From October of same year, senior monks and nuns over 65 years old were able to receive financial support, including medical expenses and cost incurring from hospitalization. Moreover, there are further plans to provide appropriate place of practice and annual practice pension (basic living expenses) in the near future.
Therefore, in response to the expressed need of the Jogye Order’s Sangha members, this article examines implementation status of Senior Sangha Welfare Programs and future challenges which lies ahead. In addition,operational status of communities that practice and live independently without any support from the Jogye Order has been reviewed, along with the areas that require further attention.
Sangha Welfare Association established in accordance with the Senior Welfare legislation will plan, maintain, and research on Jogye Order’s Sangha Welfare programs and District Sangha Welfare Association will be constructed in 24 District Temples. The content of Senior Welfare program include establishment of place to practice, financial support for daily practice(daily necessities), and guaranteed health care costs(medical expenses, therapy cost)among other support.
In respect to the recommended measure to meet future challenges, the following have been suggested: utilization of national security system and set up of standard measures, plan for welfare program delivery and division of roles within the Welfare System, acquirement and implementation of Public Aid type assistance. Moreover, it is also recommended that for the welfare of the Sangha, fraternal organizations must be ultimately developed.
According to the wishes of those who understand the needs of the Sangha,Community of Buddhist Practice comprised of Welfare Centers, which offers various support should be established as a reasonable alternative.
Currently, communities built for Buddhist practice is primarily operated by Bhikkunis independently, and in order to overcome financial operating difficulties and for the maintenance of Sangha member’s meditation and propagation activities, new activities and strategies should be implemented to support insufficient functions in conjunction with reinforcement of the current Welfare systems. Sangha members should collaborate together to seek other community involvement measures.
