戰時期 鍾紡그룹의 多角化 戰略과 平壤製鐵所 (Kanebo Group’s Diversification Strategies during the Wartime Period and the Pyongyang Steel Mill)

초록

본 연구는 1887년 설립 이래 일본 방적업 발전을 주도했던 鍾淵방적이 1943년 말 정부정책에 편승해서 추진했던 평양제철소 건설의 다각화 전략과 이에 대응하는 기업 행동의 특질을 실증적으로 검토하였다. 1942년 12월 이후 종연방적은 계획화의 사업 단위였던 주력 자회사 鍾淵實業을 앞세워 조선산 철광석과 무연탄을 원료로 하는 평양제철소 건설을 추진하였다. 그러나 정부계획에 입각한 평양제철소 건설은 1943년 3월 이후 육군성이 독자적으로 추진하는 ‘육군특별제철계획’의 등장으로 전면적인 확대․수정이 불가피하였다. 이후 평양제철소 건설과 경영은 군부의 적극적인 지원과 일본강관(주)의 기술 지도를 배경으로 적극 추진되었지만, 예상을 넘어서는 심각한 물자부족과 비합리적인 정부정책으로 부진을 면치 못하였다. 나아가, 평양제철소 건설은 기업집단 차원의 군수적 다각화와 넝쿨식 방만투자로 이어지면서 조선지역 투자사업 전체의 급격한 확대를 초래하였다. 더구나, 제철소 경영 기구의 조선 이전마저 강요하는 군부의 경영개입은 경영조직의 비대화와 함께 사업현장에 대한 통괄기능마저 形骸化시켰다. 이상, 전시기 不要不急 산업의 경영체로 간주되었던 종연방적이 식민지 조선에 추진한 평양제철소 건설과 다각화 행동은 종래 長島修가 제기한 일본강관의 수직적 통합모델에 입각한 ‘戰時企業論’의 실증적 보완과 이론적 확장을 시사한다. 즉, 개별기업 차원의 비즈니스 스타일(사업과 조직)과 산업별 통제정책의 차이를 반영한 일본강관의 수직적 통합 모델과 상대화되는 종방그룹의 다각화 모델이라는 ‘전시기업론’의 이론적 확장이다.

영어초록

Kanegahutibouseki led Japan’s textile spinning industry after its founding in 1887 and launched diversification strategies for building the Pyongyang Steel Mill in compliance with a government policy at the end of 1943. This paper provides an empirical review of the diversification strategies and the wartime characteristics of organizational behavior responding to the strategies. After December 1942, the spinning company pushed ahead with a plan to build a steel mill based on Korean-produced iron ore and anthracite in Pyongyang by engaging Kanegahutijitugyou, one of its planned business units, for the construction work. However, as the Japanese War Ministry’s special steel-making plan was announced in March 1943, it was inevitable to drastically expand and revise the plan for construction of the steel mill under the government policy. After that, the construction of the steel mill in Pyongyang was being done with active support from the military and technical assistance of Nihonnkoukann (Nippon Steel Corporation), but the progress was very slow and tough due to an unexpected shortage of materials and the unreasonable government policy. Moreover, the careless management of the steel mill led to system-wide munitional diversification and wasteful investments and accordingly caused a dramatic expansion of investment scale in the Korean Peninsula. The military’s pressure to relocate the headquarters organization to Korea and their persistent intervention in management made the organization of management bulky and weakened the company’s control over the work site. From the findings above, the diversification strategies for steel mill construction in Pyongyang that Kanegahutibouseki deemed as a managerial entity of nonessential wartime industry implemented in Korea under Japan’s colonial rule indicate an empirical improvement and theoretical expansion of the wartime corporation theory based on Nihonnkoukann’s vertical integration model which had been proposed by Nagasima Osamu. In other words, those strategies suggest an theoretical expansion of the wartime corporation theory represented by Kanebo Group’s diversification model as opposed to the vertical integration model which reflected differences between corporate-level business styles (operations and organizations) and industrial control policies.
