이주의 장에서 소수 이민 여성의 ‘불법적 위치’ 재전유하기: 프랑스의 중국 조선족 연구 (A Re-appropriation of ‘Illegal positionality’ of Minority Immigrant Women in the Field of Migration: A Study of the Chinese Ethnic Group Chaoxianzu(朝鮮族, Korean-Chinese) in France)

초록

이주 중국 조선족에게 부여되곤 하는 한인 에스닉 하위 주체는 이주사회, 특히 남한인의 시각에 한정된 호명으로, 이들에 대한 낙인과 배제를 당연시하는 기제가 된다. 본 연구의 목적은 프랑스의 조선족여성의 노동경험 연구를 통해 이주의 장에서 소수 이민 여성의 위치를 다층적·다각적으로 검토함으로써, 그 배제의 메커니즘뿐만 아니라 이 여성들의 행위성을 분석하는 데 있다. 그것을 지구적·국가적·개인적 층위에서 살펴보고 이주모국(중국 연길)과 이주사회(프랑스 파리) 양측의 시각을 교차·검토하되, 이주사회가 아니라 이주민의 경험과 인식을 중심으로 분석한다. 연구 결과, 조선족 여성은 이주 경제의 ‘저렴한’ 미등록 노동자로서 지구적·국민 국가적 자본주의의 작동에 ‘기여’를 하나, 국가적 틀에서‘불법’이라는 이름으로 배제됨으로써 개인적 차원에서 ‘대가’를 치러야 하는 이민자였다. 이들은 오랜가족 이산은 물론이고 저임금, 장시간 노동 등 차별적 노동조건과 위계적 노동관계로부터 고통 받는다. 프랑스의 공식 노동시스템 밖에 위치하는 노동자로서 이들의 노동조건이 주요 고용주인 재불 남한인의 에스닉 노동의식, 특히 계급 모순이 극대화된 산업화시대 노동의식에 기반하기 때문이다. 이주국의 정책과 재현방식은 이러한 차별을 불법의 대가로 등치시켜 그것을 당연한 것으로 만듦으로써 그 모순을 방치하고 개별화시킨다. 이에 조선족 이주 여성들은 구조적 불평등에 맞서 위명여권, 가짜 난민신청 등 ‘위법’적 방식을 동원하고 잦은 이직, 파업 등으로 체류 및 노동의 정상화를 구축하면서 삶을재조직한다. 따라서 본 연구는 이들 소수 이민 여성은 이주의 장에 종속되었지만, 그러한 종속을 해체· 재구성하는 ‘당사자’임을 보여준다.

영어초록

The Korean ethnic Subaltern, a notion often given to the group of Chaoxianzu (朝鮮族, Korean-Chinese) immigrants, is a naming limited by the perspective of migrant societies, especially by the South Koreans, which is a mechanism to take for granted the stigma and exclusion of them. The purpose of this study is to analyze the behaviour of women and the mechanism of exclusion by examining the positionality of minority immigrant women in the field of migration in a multi-layered and multi-disciplinary manner through the study of the labor experience of Korean-Chinese women in France. It examines from the global, national, and individual dimensions. And the views on both the mother country(Yanji, China) and the hosting society (Paris, France) are cross-reviewed; however, these are analyzed based on the experiences and perceptions of these migrants, not on the immigrant social perception. The study indicates that Chaoxianzu women were ‘low-cost’ unregistered workers of the migrant economy, who have ‘contributed’ to the operation of global and national capitalism but were the immigrants who had to ‘pay the cost’ on a personal level by being excluded under the name of ‘illegal status’ from the national framework. They suffer from long-term family separation and discriminatory labor conditions on top of hierarchical labor relations such as low wages and long-term labor. As workers located outside France’s official labor system, their working conditions depend on the ethnic labor consciousness of South Koreans, who are the largest employers, especially in the era of industrialization in which maximized class contradictions do exist. The policy towards and the representation methods of the hosting country show the country sees this as an obvious consequence of illegality, leaving it a contradicted and individualized matter. To make a stand, Chaoxianzu women reorganize their lives by using illegal methods, such as false passports and fake refugee applications, against structural inequality and by establishing normalization of stay and labor through frequent turnover and strikes. Therefore, this study concludes that as these minority immigrant women were subordinated to the field of migration, but they were ‘actors’ to deconstruct and reconstruct such dependencies.
