대북한 사회공헌형 산림탄소상쇄사업 협상: 참조변수 개발과 SWOT 분석을 통한 타당성 검토 (Negotiations with North Korea on CSR-type Forest Carbon Offset Projects: Exploitation of Referential Variables and Examination of Feasibility using SWOT Analysis)

초록

파리기후변화협약(2015년 12월 12일)에 대응하기 위해 대체산림을 필요로 하는 한국의사기업들과 정부에게 북한의 산림들은 대안이 될 수 있다. 그러나 남북한 간의 “고질적 갈등관계”는 북한당국과의 협상과 합의 이행을 어렵게 하고 있다. 본 연구는 북한의 협상행태와 1978년 네덜란드 국제워크숍에서 개발된 협상모델을 준거로 하여 대북협상 정책의정향과 참조변수들을 개발하고자 한다. 그리고 대북 산림탄소상쇄 협상의 타당성을 평가하고, 문제점들을 파악하여 전략적 선택을 할 수 있도록 한국의 기업들과 중앙/지방 정부, 북한의 정부와 주민들과 같은 당사자들의 이해(利害)에 대한 SWOT분석을 시도할 것이다.
한국 측 참여주체들이 비교적 쉽게 구사할 수 있는 전략은 자신의 강점(Strength)과기회(Opportunities)를 극대화하는 SO(maxi-maxi)전략이다. 이 전략을 택할 경우, 어쩔수 없는 약점과 위협은 협상의 참조변수로 활용하며 그 폐해를 최소화해야 된다. 물론위협에 대처하는 조직의 강점에 기초를 두어, 조직의 강점을 극대화하고 위협(Threat) 요소를 극소화하는 ST(maxi-mini)전략도 사안과 참여주체의 역량에 따라서는 활용될수 있다. 이런 관점에서 대북한 산림탄소상쇄사업은 특히, 사회공헌형일 경우 사업의타당성과 협상의 가능성이 충분히 있다.
경제적 합리성이라는 면에서는 남북한 산림탄소상쇄사업 협상에 기대를 걸기 힘들다.
이 비합리성과 양측 간의 비대칭적 측면은 이윤을 추구하는 한국의 사기업과 재원이제한되어 있는 중앙/지방 정부를 딜레마에 빠지게 할 것이다. 그러나 한국 측은 이 사안에 대해 통일비용의 “선투자”라는 관점에서 접근해야 된다. 따라서 한국의 참여 사기업과 정부 간에 유기적 연대가 필요하다. 그리고 총체적 계획을 성공시키기 위한 단계별 기술적 대안들이 마련되어야 한다.

영어초록

In the context of searching for substitutive forests to abide by the Paris Agreement on Climate Change (Dec. 12, 2015), the forests in North Korea represent a potential option for the South Korean central/local governments and private companies. Yet the “protracted conflicts” characterizing inter-Korean relations raise many difficulties for negotiating with the North Korean authorities and fulfilling any agreement. Therefore, this research seeks to identify an appropriate orientation and effective negotiation policy with reference to North Korean negotiating behavior and the negotiation model developed in the Netherlands International Workshop in 1978. A SWOT analysis of the interests of the concerned parties, including South Korean companies and central/local governments, plus the North Korean government and residents, will evaluate the feasibility of negotiations on forest carbon offset, indicate possible problems, and assess the viability of making strategic choices.
The SO (maxi-maxi) strategy that maximizes the strengths and opportunities is a relatively easy strategy for the South Korean participants, where the unavoidable weaknesses and threats should be used as reference variables for negotiating and to minimize harm. Meanwhile, the ST (maxi-mini) strategy that maximizes the strengths and minimizes the threat factors based on the threat-coping ability can also be effective according to the issue and capabilities of the participants. In this regard, the potential implementation of forest carbon offset projects with North Korea is realistic, especially in the case of CSR-type projects.
However, for economic rationality, it is difficult to anticipate inter-Korean negotiations on forest carbon offset projects, as the irrational and asymmetric features of the negotiations will inevitably create dilemmas for the South Korean private companies and local/central governments as regards pursuing profit and securing sufficient investment, respectively.
Notwithstanding, the South Korean side needs to approach this issue as “pre-investment” for national reunification. Therefore, organic solidarity is needed among the South Korean private and governmental participants. Plus, technical alternatives should be prepared at each stage in order to gain overall success.
