국제사회 대북제제의 현황과 경제적 영향 (Present Situations of International Sanctions against the North Korea and their Economic Effect)

초록

일반적으로 국가에 부과되는 제재는 ‘국제사회의 가치’에 도전하는 행위를 바로잡기 위해 취해지는 일종의 외교적 수단이다. 북한의 핵과 미사일개발은 국제사회의 평화와 안전에 심각한 도전으로 받아들여지고 있다. 따라서 국제사회는 대북제재를 활용하여 이를 시정하려하고 있다. 그러나 북한은 핵보유를 기정사실화하며 반발하고 있는 실정이다.
냉전기 북한에 대한 제재는 미․소 이념적 대치상황의 부산물이었다. 미국은 공산권에 대한 봉쇄정책의 일환으로 취해진 대북제재조치들을 일괄적으로 북한에 적용해 왔다. 탈냉전이 되면서 미국의 대북제재는 완화되는 추세를 보여 왔으나, 북한의 두 차례 핵실험은 미국으로 하여금 대북제재의 국제화를 도모하는 계기가 되었다.
이에 유엔 안보리는 결의안 1718호와 1874호를 통해 핵실험에 대한 제재조치를 단행하였다. 결의안 1874호는 무기 금수 및 수출 통제, 화물 검색 그리고 금융제재의 대폭강화 등을 내용으로 하고 있다.
이러한 제재조치의 영향으로 북한 대외경제는 중국편중현상을 보이며, 무역수지가 악화되고 있다. 또한 이명박 정부 출범 이후 남북경협이 정체되고 있다. 이를 통해 북한경제는 심각한 외화난과 식량난에 직면하면서, 김정일 정권을 위협하고 있다.
이러한 상황에서 북한의 반응은 대남 정치․군사적 강경대응과 경제적 실리정책으로, 대미 양자대화를 촉구하고 있다. 이러한 반응을 통해 국제사회의 대북제재가 북한 대내외 경제에 영향을 주고 있는 것을 알 수 있다. 따라서 대북제재의 목적인 북한 비핵화를 달성하기 위해서는, 대북제재에 대한 국제적인 협력을 조성해야 하며, 또한 북한 핵포기의 혜택에 대한 국제사회의 신뢰를 담보해야 할 것이다.

영어초록

In general, sanctions imposed on a nation are a kind of diplomatic means to correct its challenges against 'the values of the international society'. North Korean development of nuclear weapons and missiles is regarded as a serious defiance to the world peace and security. Therefore, the international society is trying to rectify its behaviors by using sanctions against the Democratic People's Republic of Korea. But, the DPRK resists as it takes its nuclear arsenal as an established fact.
During the cold war, sanctions on the North Korea were a byproduct of the confrontation between the USA and the USSR. America applied its sanctions to the North Korea in a lump as part of the communist containment policy. As the end of the cold war approached, American blockage was loosened. Two nuclear tests committed by the North Korea served as a cause for America to internationalize sanctions toward it.
And then, the UN Security Council carried out sanctions against the DPRK for its nuclear tests by adopting Resolutions 1718 and 1874. Resolution 1874 features a ban on weapon export, an embargo on the exportation, cargo surveillance and stricter financial sanctions.
As a result of these sanctions, North Korean overseas trade is leaning too much towards China and its trade balance is getting worse. Besides, after the launch of Lee Myong-bak Administration in the Republic of Korea, the economic cooperation between two Koreas is getting stagnant. In this situation, the North Korean economy faces serious lack of foreign exchange deposit and food shortage, and Kim Jong-il regime is staggering.
In these circumstances, the North Korea reacted by risking a tough political and military confrontation with, and taking economic benefits from, the Republic of Korea. To the USA, it has requested to have a bilateral talk. Through these reactions, it is judged that the sanctions imposed on the North Korea affect its economy at home and abroad. Therefore, in order to achieve the purpose of the sanctions, the denuclearization of the North Korea, we should create an international cooperation concerning the sanctions and guarantee for the international society to trust in the benefits from North Korea's giving up its nuclear plan.
