전환기 정부기업관계의 논리와 전망 : 전문가 설문과 시나리오 분석 (Logic and Prospect for the Government-Business Relationship In Transitional Period - Experts survey and Scenario Analysis-)

초록

정부기업관계는 이론과 현실 모두에서 매우 중요한 의미를 지니고 있다. 하지만 이에 부응하는 관련 이론의 체계화 노력과 현실적 응용연구는 미진한 편이다. 이에 본 연구는 정치경제학적 관점에서 정부기업관계를 체계적으로 재정립하는 한편 이러한 시각들을 활용해 우리나라 정부기업관계의 미래상을 조망하였다. 먼저 전문가 설문을 분석한 결과 정부기업관계의 포괄적 변화 추세는 신중상주의의 퇴조와 신자유주의의 확산, 케인스주의의 약화와 신제도주의의 강화 그리고 사회민주주의의 신중한 모색이라는 일종의 과도기적 전환기로 예측되었으며, 정부와 기업간 협력관계 패턴은 산업정책 주무부처의 강화, 에너지•자원 등을 대상으로 한 협력의 중요성, 그리고 의제설정단계에서의 협력 등을 선호하는 것으로 나타났다. 산업정책의 만족도는 유인적 성격이 강한 정책들(재정, 금융정책)이 높은 것으로, 그리고 향후 필요하다고 인식하는 정책은 시장자율적 방식의 정책들(재정, 금융, 민영화)인 것으로 나타났다. 다음으로 시나리오 분석에 따르면 정부주도 경제관리 논리(사회민주주의와 신중상주의)와 시장주도 경제관리 논리(신자유주의와 케인스주의) 및 절충적 현상유지 논리(신제도주의)는 주요 정책분야별로 다양한 차이점을 노정하였다. 하지만 한국경제의 성숙도와 세계체제의 안정성 및 이해관계자간 타협구도의 확산 등에 기초한 수렴화 추세도 확인할 수 있었다. 결론적으로 미래의 불확실한 상황예측과 관련된 본 연구의 분석결과는 일반화의 측면에서 제한적이지만 정책분야별로 다양한 응용가능성을 지니고 있다는 점에서 시사적이다.

영어초록

Relationships between government and business have an important meaning in terms both of theory and practice. It is, however the fact that the efforts to systemize related theories meeting the demands and the applied researches in reality are of relatively little now. Accordingly, this study tries to reestablish government-business relationship in the viewpoint of political economy and gives a whole perspective on the future of government-business relationship of Korea by using reorganized perspectives. First, the results of expert survey show that the trend of comprehensive changes over government-business relationship is in a transition period toward a rapid downturn of Mercantilism and upturn of Neo-liberalism, a decline of Keynesianism and strengthening of New-insitutionalism, and an appearance of social democracy. As a co-working pattern between government and business, the strengthening of the department leading industrial policy and the cooperation for energy resources and the co-work in the stage of agenda setting are substantively preferred. Relatively high in the level of satisfaction on industrial policy are economic policies having characteristics as an economic inducement instrument(for example, financing and monetary policy). Also expert survey shows that market-autonomous policies (ex. financing, monetary, and privatization) will be required more in the future. Second, according to scenario analysis, there exist various differences in each major policy along with three logics: government-led economic management(Social Democracy and New Mercantilism), market-led economic management(Neo-liberalism and Keynesianism) and eclecticist status quo(New-institutionalism). Nonetheless, this study also found that there exists a trend of convergence in those three approaches above on the basis of maturity of Korean economy, stability of world system, and spreading of agreement between stake-holders. In conclusion, the result of this study related to forecasting uncertain situation of the future is suggestive in terms of having a variety of possibility of application in each particular policy, even though it could be limitative in the aspect of generalization.
