초록

인터폴은 세계인권선언의 기치 아래, 각 회원국의 국내법 범주 내에서, 형사경찰 당국간의 상호지원을 제공.장려할 목적으로 설립된 조직으로, 1923년 베니스에서 국제형사경찰위원회(ICPC)로 출범하여 1956년 국제형사경찰기구(ICPO)로 개명, 2008년 현재 186개 회원국으로 전 세계 대부분의 국가가 가입하여 국제범죄의 예방과 진압을 위해 상호 협력하는 체제로 발전하고 있다. 인터폴은 각 회원국 법집행기관간의 경찰업무에 있어 협조를 장려하고 상호지원을 목적으로 하는 협력조직일 뿐이며 수사권한을 지닌 초국가적 경찰기관은 아니다. 이에 인터폴의 활동은 항상 형사집행의무(이른바 보통법상 범죄행위)에 제한되어 왔다.
그러나 인터폴은 9.11 테러 이후 국제테러리즘의 위협에 대하여 보다 효율적인 국제적 경찰협력을 이끌어 내기 위하여 대규모의 조직 개편과 많은 변화들을 겪고 있다. 조직적으로는 “9.11 전담대책반의 창설, 사무총국 명령.조정센터의 설치, 아랍.유럽.미국.아시아.아프리카 지역에 다섯 개의 보조 담당국을 설치, 공공 안전과 테러리즘 담당국의 설치” 등이 그 예이며, 정책적으로는 ‘결의안 AG-2001-RES-05’을 통하여 반테러리즘에 대한 인터폴의 확고한 의지를 천명함은 물론 다른 국제기구들과의 정보교류를 유지하기 위한 노력을 경주하고, 새로운 유로 통화의 도입과 관련된 내용을 포함한 테러에 대한 경찰활동과 다른 국제범죄에 대한 협력을 장려하는 유로폴과의 협약, 미국 재무성과 테러단체에 대한 자금지원으로 보이는 단체나 개인의 국제적 데이터베이스를 창설하였다. 또한 아랍 내무부장관 회의와 긴밀한 협조에 관한 협정을 체결하여, 아랍경찰단체와의 보다 원활한 정보의 교류를 약속하고 테러용의자의 정보에 대해 각국의 경찰기관이 바로 접근할 수 있는 인터폴 테러리즘 경계일람표와 ‘I-24/7’이라 불리는 인터넷 기반의 새로운 세계 통신 시스템을 개발 운용중이다. 이처럼 9.11 테러 이후 인터폴은 기술적 장치의 현대화와 조직의 확대를 가져왔으며, 구성기관 간에 보다 효율적인 통신교류 시설을 만들었다. 이처럼 첨단 기술의 혜택과 인터폴의 적극적 반테러리즘 의지로 인해 9.11 테러 이후 전 세계에 걸쳐 새로운 경찰간의 정보교류체계가 만들어졌으며, 반테러리즘 활동을 지속하고 있고, 이에 각국 경찰은 인터폴을 이용하고 있는 것이다. 이러한 인터폴의 반테러리즘 관련성 증가 경향은, 개별 회원국 경찰기관들의 관련성 증가와 변화현상과 그 괘를 같이 하고 있다.

영어초록

The International Criminal Police Organization (Interpol) is established to supply and promote the mutual support between criminal police authorities under the internal law category of every membership under the flag of the Universal Declaration of Human Rights. In 1923, it started as ICPC in Venice and changed its name as ICPO. In 2008, it has 186 members now and is developed into the cooperation system to prevent and suppress the international crime with almost the whole world together. Interpol isn't the ultranational police organization that has criminal investigation power, but the only cooperation organization that encourages cooperation and supports mutually in practicing the police work in every membership. The objectives of Interpol have historically always been confined to criminal enforcement duties (so-called ordinary-law crimes). But since the events of September 911, Interpol have been reorganized on a large scale and changed much to lead greater efficiency of the international police cooperation against the threat of international terrorism. Systematically, for example, there are "the establishment of '11 September Task Force', the establishment of command and control center of front office, the establishment of the Bureau of new finance and hitech crime, the establishment of the assistant Bureau in Arab, Europe, America, Asia and Africa, the establishment of the Bureau of public security and terrorism". Politically, through 'a Resolution AG-2001-RES-05' it expressed the firm volition against terrorism and concentrated on maintenance of information exchange among other international organizations. And it concluded an agreement with Europol in encouraging the policing against terrorism including the contents related to introduction of new euro and the cooperation against other international crime and established the international database with the U.S. Ministry of Finance about individuals and groups supporting funds. Also it contracted the agreement of close collaboration with the Interior Minister conference in Arab. Through that, It promised better communication with Arab police organization in exchanging information, invented and has used the interpol Terrorism Watch List, against terrorism that can allow each police organization to access to the information about terrorism suspects and the new global communication system based on the internet, so-called ‘I-24/7’. Like this, since the events of 9/11, Interpol has brought about the modernization of technical equipment and the expansion of system and made more effective communication exchange facilities among these organizations. Since the events of 9/11, the new system of information exchange among global police organization has been created and the counter-terrorism activities has continued, so the police of every country are using the Interpol. This increasing trend related to counter-terrorism of Interpol accompanies the increasing trend towards counter-terrorism of the police organization of every member.
