국내 다중이용시설의 테러위험요소 및 문제점에 대한 분석 (A Study on the Problem Occured to Risk Facters of the Terrorism in Public Facilities)

초록

최근 테러의 양상은 과거 국가중요시설을 대상으로 테러리즘을 자행하던 ‘ hard target'에서 불특정 다수를 대상으로 하는 대중교통수단이나 다중이용시설 등에 대한 이른바 ‘Soft Target'으로 변화되는 추세를 보이고 있다.
다중이용시설은 불특정다수인들이 대거 운집하고 있어 테러 발생시 수많은 인명피해와 위험성을 가져올 수 있어 이에 대한 국가적 테러 예방 및 대응은 중요하다 할 수 있다.
그동안 테러에 관한한 다소 안심지역이었던 한국은 대외적으로 미국과의 공조관계로 인해 과격한 이슬람권 테러리스트들의 테러 대상지로 더욱 인지도가 높아졌으며, 북한과의 대치 상황 속에서는 보다 친밀해진 북한의 비정규전 형식의 대남테러로 인하여 긴장할 수밖에 없는 상황이다.
따라서 이 연구는 이러한 한국의 테러발생의 개연성에 대비하여 다중이용시설의 취약요인과 잠재적인 테러위험요인에 대하여 실증 분석함으로써 국내 다중이용시설의 테러발생 개연성을 근접 조망해보는데 그 목적이 있다.
이에 이 연구에서는 대표적 다중이용시설의 테러위험요인 및 문제점을 시설 및 운영측면요인, 보안․경비 측면 요인, 심리적 측면 요인, 피해파급측면의 요인을 중심으로 살펴보았으며, 그 결과 다음과 같이 나타났다.
첫째, 시설 및 운영 측면의 하위요인 중 다양한 진출입로와 수직 연결통로 요인이 대테러 발생에 영향을 미치고 있으며, 다중이용시설의 대테러 발생 영향력에 대하여 살펴보면, 다양한 진출입로(0.631)가 수직 연결통로(0.136)보다 영향력이 높은 것으로 나타났다.
둘째, 보안․경비의 하위요인 중 관리주체의 복수화, 전문 인력의 부족, 외․내부 경비의 소홀 및 불균형, 안전대책교육 및 관리 미흡이 다중이용시설의 대테러의 위험발생에 영향을 미치고 있으며, 다중이용시설의 대테러 위험발생에 미치는 영향력에 대하여 살펴보면, 전문 인력의 부족(0.425), 외․내부 경비의 소홀 및 불균형(0.336), 안전대책교육 및 관리 미흡(0.126), 관리주체의 복수화(0.116)의 순으로 영향력을 미치는 것으로 나타났다.
셋째, 심리적 측면의 하위요인 중 공간구조의 미로화와 구조의 폐쇄성이 다중이용시설의 위험발생에 영향을 미치고 있으며, 다중이용시설의 대테러에 미치는 영향력에 대하여 살펴보면, 공간구조의 미로화(0.504)가 구조의 폐쇄성(0.362)보다 영향력이 높은 것으로 나타났다.
넷째, 피해 파급 측면의 하위요인 중 인접건물과의 밀접연계, 수직상향의 피난경로가 다중이용시설의 대테러 위험발생에 영향을 미치는 것으로 나타났다. 다중이용시설의 대테러에 미치는 영향력에 대하여 살펴보면, 인접건물과의 밀접 연계(-0.376)가 수직상향의 피난경로(-0.287)보다 영향력이 높은 것으로 나타났다.
이러한 분석결과에 따른 향후 다중이용시설 테러 예방 및 대책을 위한 방안으로서 이 연구에서는 다중이용시설에 대한 대테러 종합대책으로서 정부적 차원과 지방의 차원에서 이중적 예방대책을 수립의 요청, 대테러에 대비한 국민 안전 의식 강화 활동, 유관기관 협력체제 구축을 통한 공조 활성화, 대 시민 교육지원 방안에 대하여 논의하였다.
