유럽문화수도 프로그램이 아시아문화중심도시 광주에 주는 시사점 (European Capital of Culture program and its implications for Gwangju, Hub City of Asian Culture)

초록

The European Capital of Culture program, which initiated in 1985 as the action plan about the ’Declaration on European Union' adopted by representatives from the European Community in 1983, are different with the Gwangju, Hub City of Asian Culture project, because it selects a capital of culture every year by the panel of judges. However, the case of operating its program during 26 years may have implications for setting up the operational programs on the Gwangju, Hub City of Asian Culture project because the city selected as the European Capital of Culture will strengthen the capability as a cultural city at the level of the capital of culture in Europe in terms of business implementation such as the annual events on culture and arts, the programs on culture and history, exchanges and cooperation among cities in Europe, the creative activities on culture and arts, the programs on young people, job creation and invigoration of tourism industry, and the preservation of cultural heritages and the balance of city development. 1. The finalization of annual business themes by public offering, public hearing, expert discussions, citizen agreement and judge by action plan committee will make more participatory and dynamic programs on cultural cities, after the annual action plan is made in terms of the vision of the Gwangju, Hub City of Asian Culture project, the creation of cultural city as a hub of Asian culture.
2. The perfect program operational organization is as follows; a management director and an artistic director as the executive council for operating cultural city programs, a master planner for urban regeneration and an official for intemational relations, project managers in 5 gu offices, and cultural activists in 93 community centers. 3. The unit progr없n for the Gwangju, Hub City of Asian Culture project should be finalized by advices and opinions from cultural organization and artists, or reports from experts as the European Capital of Culture program is trying to find a balance among political, economic, social and cultural factors in development and operation of culture contents. 4. The portion of cultural infrastructures in line with development, investment and maintanence, which are embedded in citizen’s daily lives, is just about 17%, and 11% of the entire portfolio for the Gwangju, Hub City of Asian Culture project. The paπ of its programs for the Gwangju, Hub City of Asian Culture project accessively invested in cultural infrastructures may need to be converted into infrastructures for daily lives, the promotion of culture and arts, programs for cultural industry and tourism. 5. Regarding to the development and operation of programs, the annual sub-theme should be adopted as well as substantial organization of operating programs be established by way of participation of a local resident, partnership, plan and execution, political independence and artistic autonomy, specific aims, compacted contents, enthusiastic development of cultural resources, strong leadership, political will, and evaluations. 6. By benchmarking the selection itself of the European Capital of Culture, the selection of this year' s special cultural zone targeting 5 gu in Gwangju or 93 community centers and its focusing support will lead the Gwangju, Hub City of Asian Culture project and the identity of Gwangju.
