독일 시민대학 100년 발달사 및 성인교육에의 시사점 (A Study on the Development History of the 100th Anniversary of the German Volkshochschule and Implications of adult education)

초록

독일 시민대학은 프랑스 혁명 이후 자유·평등사회의 건설을 목적으로 역사 문화적 과정 속에서 현재의 모습으로 발달해 왔다. 19세기 중반에는 수공업자협회 등이 조직되어 근로자를 위한 직업교육 등이 활성화되었고, 1919년 바이마르 헌법에는 일반 성인의 교육을 담당하는 시민대학이 국가의 진흥을 받으며 성인교육기관으로 자리 잡기 시작하였다. 본 연구의 목적은 100주년을 맞는 독일의 대표 성인교육기관인 시민대학(VHS)의 발달 과정을 고찰하고 한국의 시민대학이 나아가야 할 성인교육에의 시사점을 제시하는데 있다. 연구결과는 다음과 같다. 첫째, 독일 시민대학 발달과정의 특징은 각 주정부 법률에 의거하여 자치적으로 시민의 문제 해결에 최우선순위를 두고 다양하게 발전한 것, 관민의 협동을 원칙으로 재정을 부담, 운영하는 것이다. 둘째, 시민대학을 지원하는 성인교육법은 각 주정부가 자율적으로 제정하며, 시민대학의 구조는 학습자중심의 교육을 원칙으로 관련법과의 연계 속에서 직업교육, 근로자교육, 정치교육, 일반교양교육을 지원하고 프로그램을 개발하는 것에 있다. 셋째, 한·독 간 시민대학 비교 분석에서는 한국의 평생교육법은 독일과는 달리 근로자들의 자발성이나 자유 및 평등을 지향하려는 계몽이라기보다는 상명하복과 같은 top-down식의 관 주도로 전개되고 있다. 이에 독일 시민대학의 의의가 한국 성인교육 현장에 주는 시사점을 제언해 보면 다음과 같다. 정부가 성인교육이 모두가 자유 평등사회의 자율적 시민으로 성장하여 삶의 질을 보장받는 주체가 되도록 근로자의 학습권 보장 및 성인교육 진흥을 위한 관민의 참여와 공조체제 구축 및 법 체제 재정비에 앞장서고, 시민대학 프로그램은 자유·평등을 지향하고 공동체 사회를 살아가는 민주시민으로서의 역량 개발에 중점을 두어야 할 것을 제언한다.

영어초록

Since French Revolution, citizen university(VHS) in Germany has developed in various forms during the period of the historical and cultural de velopment in terms of enlightenment for the purpose of building free and equal society. In the 1919 Weimar Constitution, citizen universities aimed at general adult education was specified, and in the middle of the 19th century, the Association of Handicrafts Education and other organizations were organized. which led to the vitalization of the vocational education of the workers.
The purpose of this study is to examine the development process of the VHS, the leading adult education institution in Germany, and to suggest some suggestions for the development of citizen university and adult education in Korea. The results of the study are as follows. First, the characteristics of the development process of German citizens' universities are that they have developed variously in accordance with the laws of each province, with the highest priority in resolving the problems of the citizens by the collaboration of the public and civic. Second, the adult education law that supports the citizen university is autonomously enacted by each provincial government, while the structure of the citizen university supports the vocational education, the labor education, the political education, and the general education as well as developing programs on the basis of learner-centered principle. Third, in the comparative analysis of citizen universities between Korea and Germany, the lifelong education law in Korea is different from Germany, that is, top-down type lifelong education like Sangmyunghabok which has been so far developed rather than enlightenment aiming at self-realization, freedom and equality of All.
The implications of the significance of the German citizen university to citizen universities in Korea are as follows. In order for adult education to grow as an autonomous citizen of liberal equal society and to guarantee the quality of life, it is necessary to ensure the rights of workers to learn, to build collaboration with the governmental bodies and civic participation for promotion of adult education. In addition to that, freedom, equality, and development of capacity as a democratic citizen living in a community society should be actualized.
