지방소비세 확대에 따른 지방세입 형평화 효과 분석과 시사점 (Analysis of Local Government’s Revenue Equalization of Expansion in Local Consumption Tax and Implication)

초록

본 연구는 최근 관심이 고조되고 있는 세입분권 방안 중 하나인 지방소비세의 법정률 인상을 연구 대상으로 한다. 지방소비세 법정률 인상은 지방자치단체의 세입(歲入)을 확대시키지만, 지방자치단체별로 그 효과는 다르게 나타나므로 모든 지방자치단체 전부가 지방소비세 법정률 인상에 대해 찬성하는 것은 아니다. 이에 본 연구는 지방소비세의 인상이 지방자치단체별 세입에 미치는 영향을 분석하고 향후 지방소비세 법정률 인상이 되었을 경우 발생할 수 있는 문제점을 사전에 검정하는 것을 목적으로 한다.
지방소비세는 시도세이기 때문에 광역자치단체의 세입에만 영향을 미치지 않고 모든 지방자치단체의 세입에 영향을 미친다. 그러나 지방소비세의 증가는 보통교부세 재원의 감소로 이어지기 때문에 기초자치단체에도 영향을 미친다. 또한 지방소비세 증가는 광역자치단체가 기초자치단체로 이전해 주는 조정교부금 증가와 지방교육자치단체에 대한 전출금의 증가로 인해 광역자치단체의 세입은 감소하는 반면 기초자치단체의 세입은 증가하게 된다. 이러한 영향을 모두 고려할 경우, 지방소비세 확대에 따른 세입 변화는 지방자치단체 유형별로 다른 양상을 보여준다.
분석 결과 첫째, 지방소비세 확대로 인해 광역자치단체의 지방세 수입은 증가하지만 보통교부세 감소, 조정교부금 재원 증가, 지방교육자치단체 전출금 증가로 인해 세수 확대 효과는 크지 않은 것으로 나타났다. 둘째, 이와 같은 세수 확대 효과는 기초자치단체에서 크게 발생했다. 셋째, 지방소비세 확대 후 기초자치단체들의 세입 형평성은 악화되는 것으로 나타났다. 이와 같은 점을 감안할 때, 지방소비세의 배분방식에 있어 불합리한 문제점을 도출하고, 이를 해결하기 위한 정책을 마련할 필요성이 있다.

영어초록

This study focuses on the increase of the statutory rate of the local consumption tax(LCT). It is one of the measures of the revenue decentralization which is getting attention recently. The revenues of local governments will be swelled by increasing the statutory rate of LCT. However, not all local governments are in favor of raising the LCT rate, because the effects of it will appear differently in each local government. The purpose of this study, therefore, is to analyze the effects of it on local governments’ revenues and to investigate ex-ante problems that may arise when the LCT rate is raised in the future.
Since LCT is allocated to metropolitan local governments, like Metropolitan cities and Provinces, raising the LCT rate can be misunderstood to be affecting their revenues only. However, it also affects the revenues of municipality level, like cities, counties and autonomous districts, because it leads to a decrease in the amount of local share tax. In addition, it reduces the revenues of metropolitan local governments due to the increased grants to municipalities and the increased transfer to local education authorities, which is funded by the metropolitan local governments. For municipalities level, it results in increased revenues because of increased grants from upper level of local governments. Taking into account these effects, the changes in the local governments’ revenues due to the expansion of LCT appear differently for the types of local governments.
The main findings of the study are as follows. First, the increase in LCT expands the tax revenues of metropolitan local governments, but there is no significant raise in the revenues of them, due to the reduced local share tax, the increased grant to municipalities and the increased transfer to local education authorities. Secondly, the significant revenue expansion effect occurred largely in the municipalities, not in the metropolitan local governments. Thirdly, except for the metropolitan local governments, the equalization of the revenues of municipality level has deteriorated after the expansion of LCT. Considering these points, it is necessary to derive an irrational problems in the distribution mechanism of LCT and to implement policies to solve these problems.
