탈냉전 이후 미국 정보공동체의 정보통합성과 시사점 (The Intelligence Integration and its Implications in the US Intelligence Community since the Post-Cold War)

초록

정보활동의 조정과 통합성을 확보하려는 노력은 1947년 미국 정보공동체(IC)가 형성되기 시작된 이후 정보기관의 확대와 개혁과정에서 나타난 일관된흐름이다. 본 연구는 미국 정보공동체의 정보 통합성을 중요한 제도로 규정하고 역사적 제도주의 이론에 입각하여 탈냉전 이후 통합성이 변화되는 과정을분석하는 데 목적이 있다. 이를 위해 독립변수로 대내외 환경, 통합성을 구성하는 하위제도, 주요 행위자를 설정하였다. 이들 변수의 작용을 통해 통합성이변하는 메커니즘을 역사적 제도주의 관점에서 분석하여, 주요 정보 행위자의통합성에 대한 인식, 정보규범 관련 통합성, 정보조직 관련 통합성, 정보활동관련 통합성 등 4개 분야로 나누어 서술하였다. 이 연구를 통해 다음과 같은사실을 확인하였다. 탈냉전 이후 9.11테러 이전시기 까지 IC 통합성은 IC 인프라 위축, 주요 행위자의 관심도 저하 등으로 인해 매우 약화되어 이전 시기보다 더 퇴보하였으며 9.11테러의 원인으로 작용하였다. 그러나 9.11테러 이후에는 미국 정부는 또 다른 정보실패 방지를 위해 정보통합을 최우선적 과제로 설정하고 Top-down 방식으로 강력히 추진한 결과, 위의 4개 분야 모두에서 미국 IC 역사를 통틀어 통합성이 획기적으로 강화되었다.
본 연구에서는 정보공유ㆍ협력을 위한 정보 조정메커니즘의 강화, 고위 정보및 정책결정자들의 정보통합에 대한 인식 제고, 국가정보 공유시스템 구축 필요성, 정보공유 범위확대 등을 정책적 시사점으로 제시할 것이다.

영어초록

Efforts to ensure coordination and integration of intelligence activities are a consistent trend in the process of expanding and reforming intelligence agencies since the formation of the U.S.
Intelligence Community(IC) in 1947. The purpose of this study is to define the intelligence integration of the US IC as an important institution, and to analyze the process of changing intelligence integration mechanism after the post-Cold War based on historical institutionalism theory. To this end, the internal and external environment, the sub-institution that constitutes intelligence integration, and major actors were set as independent variables.
Through the action of these variables, the mechanisms that change intelligence integration were analyzed from the perspective of Historical Institutionalism, and described in four areas : 1) major intelligence actors’ perception on the intelligence integration, 2) intelligence norms related to intelligence integration, 3) intelligence organization related to intelligence integration, and 4) intelligence operations related to intelligence integration. Through this study, following conclusions was found; from the post-Cold War to the period before the 9.11 terrorist attacks, IC intelligence integration was greatly weakened due to shrinking IC infrastructure and decreased interest of major actors in intelligence, regressing from the previous period and acting as the cause of the 9.11 terrorist attacks.
However, after the 9.11 attacks, the U.S. government set intelligence integration as its top priority in IC and strongly promoted it in a top-down manner to prevent another intelligence failure. Intelligence integration in the history of the U.S. IC has been significantly strengthened.
Policy implications of this study include strengthening intelligence coordination mechanisms for intelligence sharing and cooperation, raising awareness of intelligence integration by senior intelligence officials and policymakers, the need to establish a national intelligence sharing system, and expanding the scope of intelligence sharing.
