신용보증의 성과분석에 대한 메타분석과 시사점 (The Meta Analysis for the Performance Analysis of Credit Guarantee and the Implications)

초록

본 연구는 주요한 금융정책수단인 신용보증제도의 성과가 제대로 평가되지 못함에 따라 금융정책의 수립 등에 혼선이 초래되고 있는 상황을 감안하여 신용보증제도의 성과를 다룬 선행연구들의 방법론과 분석결과 등 전반적인 연구경향을 분석하였다.
우리나라의 신용보증제도는 불황기에 있어 경기의 진폭을 줄여줌으로써, 경기회복을 주도하는 역할을 수행해왔으며, 신용보증기금이 국내 공적 보증규모에서 차지하는 비중은 과거에 비해 다소 감소하는 추세에 있으나, 여전히 공적 보증기관 중 가장 많은 보증 잔액을 보유하고 있다.
신용보증에 관한 성과분석방법론은 초기에 거시 성과분석으로부터 최근에는 미시 성과분석에 이르기까지 매우 정교하게 발전되어 왔으나, 신용보증의 성과를 다룬 일부 선행연구들은 분석표본, 방법론, 분석기간 등에서 적지 않은 문제점을 갖고 있으므로 이에 근거하여 정책수립이 이루어질 경우 많은 문제점을 야기할 수 있다.
따라서 본 연구에서는 이와 같은 연구상황을 고려하여 균질적 데이터와 분석기간을 사용하여 보다 신뢰성 높은 연구결과를 도출할 필요가 있는 점, 보증정책 수립에 연구결과를 활용하기 위해서는 분석과정에 오류가능성이 존재할 수 있으므로 보다 신중하게 접근해야하는 점, 보증기관 내부에서 발주된 연구용역결과에 의미를 부여할 필요가 있는 점, 최신의 연구방법론이 적용된 정교한 성과분석이 필요한 점, 분석결과에 대한 기계적 해석보다는 보증기관 내외부의 환경변화를 반영한 심도 있는 분석이 필요한 점 등을 정책적 시사점으로 도출하였다.

영어초록

Nowadays, financial policy making is experiencing confusion that caused by the performance of credit guarantee system has not been properly evaluated. This study analyzed research methodology and research results of the precedent studies which dealt with the performance of credit guarantee.
Credit guarantee system has been initiating recovery of economy by minimizing the fluctuation of economy under recession in Korea. Outstanding amount and market share of Korea Credit Guarantee Fund(KCGF) in public credit guarantee sector is showing a leading position with a decreasing trend.
The methodology analysis of credit guarantee performance has been developed in sophisticated process from the macro performance analysis in early stage to micro analysis in recent. Some of the precedent studies could lead policy decision makers ineffective ways by misuse of adapting analysis samples, methodology, and time frame of the analysis.
This study shows the key indicators to the financial policy makers by supplementing the precedent studies as follows ; (1) Obtaining highly reliable results based on the analysis from homogeneous data and periodical analysis. (2) A careful approach is needed for the adoption of the study results of which could be inevitability of data analysis process. (3) An endowment of meaningful message is needed on the results of the research and service proposals which originated from credit guarantee corporation. (4) Precise performance measurement is needed by applying most advanced research methodology. (5) Insightful analysis is needed by reflecting internal and external environment change of credit guarantee institutions rather than mechanical analysis.
