서울시 화생방 방호체제의 문제점 및 구축방안 (Study on the Protection System Building Method & Problem of CBR Protection System in Seoul Metropolitan)

초록

한반도에서 서울과 수도권은 화생방 피해가능성이 가장 높은 지역으로서, 화생방 무기의 생산, 공격능력 수준과 개연성이 세계에서 가장 높은 북한과 대치 중 인 지역이다. 또한 유사시 북한의 화생방 공격 병행전략 및 의지가 상존하고 있고, 미국의 국방연구소에서도 화학전이 일어날 가능성이 가장 높은 지역으로 한반도를 지목하고 있다. 서울 및 수도권은 지하철역을 비롯한 다중 이용시설 등에서 국부적인 화학 생물에 의한 테러 발생 가능성 상존하고 있고, 현재 대도시의 화생방 방어체제와 관련하여 서울시는 국가차원에서 대응체제에 대한 전략적 접근 방법과 수준, 체제에 대한 개념 등이 미 정립되어 있는 상태로서, 유사시를 대비하여 사회, 경제적 특성에 적합한 과학적이고, 체계적인 화생방 방호체계 전략수립의 시급성이 요구되고 있는 실정이다. 따라서 본 논문의 목적으로는 화학무기 즉 특정유해화학물질에 관한 정보, 테러 가능 장소, 사용무기 및 종류와 형태 등의 화생방 물질의 개발·관리·운영 측면과 화생방 방호체계 구축 범위 및 요소를 결정하기 위한 제도, 경보체제, 대피시설(개인/집단), 방독면, 긴급구조 및 의료지원체계, 국민계도 및 교육 훈련 등을 알아보고, 공공이용시설 및 주택밀집지역에 대한 사용물질에 따른 피해강도(정도)예측과 함께 향후 화생방 대응체제 개발에 관한 전략 및 단계별 목표를 수립하고자 했다. 이에 따른 연구의 결과로는 첫째 민방위 제도의 개선으로서 이완된 민방위 조직 및 체제 확립 하여 민방위교육 및 훈련체계의 정립과 민방위 장비, 시설의 확충으로서 실질적 대응체제를 도모하고, 둘째 통합 24시간 감시체제의 CBR을 포함한 경보체제의 확립으로 신속, 정확한 정보의 전달체계의 구축방안을 제시하였다. 셋째 유사시 집단방호대피시설의 활용으로서 공공기관, 다중이용시설, 개인가옥, 아파트 등 의 대피시설의 법제화 및 의무화에 대한 객관적 타당성을 제시하고, 넷째 이스라엘의 경우와 마찬가지로 점차적으로 연령, 체형별 방독면을 제작 보급함으로서 국가차원의 방독면 제작 배포방안을 강구하고, 다섯째 화생방 환자의 긴급조치 및 응급조치 방안으로서 CBR전문병원의 전문요원 확보, CBR제독, 치료물자 조달, 집단제독시설, 전문요원 교육, 훈련 등에 관해 예산반영 및 의무화를 추진함으로써 추후 발생할지도 모르는 화생방전에 대해 국가적 차원에서의 방호체계구축의 틀(기본적인 모델)을 제시함으로서 국가안전 및 국민생활과 안전을 도모할 수 있을 것으로 기대한다.

영어초록

In the Korean peninsula, Seoul and the Nation Capital region is an area that has the biggest possibility of chemical, biological and radiological damage, and is an area that stands face to face with North Korea which has the highest level of chemical, biological and radiological weapon production and attack capability and its highest probability. Besides, there is still strategy and will of North Korea simultaneously making a chemical, biological and radiological attack in the hour of peril, and Institute for Defense Analyses, U.S. also marks the Korean Peninsula as an area that has the highest possibility of chemical warfare occurring. In case of Seoul and the Nation Capital region, there is still the possibility of local chemical and biological terror attack occurring in the public use facilities including subway station. And Seoul city is in the condition where strategic approaching method and level about response system, the concept of system, etc. aren't established at the national level. And it is in the actual condition that requires the urgency of establishing scientific systematic chemical, biological and radiological protection system suitable for socio-economic characteristics in preparation for the hour of peril. Therefore, this paper is intended to examine education and training, guidance for people, emergency rescue and medical support system, gas mask, emergency shelter (private/group), warning system, and system for determining the scope and elements of establishing chemical, biological and radiological protection system and development·control·management aspect of chemical, biological and radiological materials, such as the used weapons, type, and shape, place where terror attack may occur, and information about chemical weapon, that is, specified toxic chemical substance, and is intended to establish goals according to each step and strategy of developing a chemical, biological and radiological defense system in the future with estimating damage consequence (level) according to the used materials for public use facilities and areas of houses clustered close together. According to the results of this study, first, we establish a civil defense education and training system by establishing lax civil defense organization and system as the improvement of civil defense system, and work for substantial response system through the expansion of civil defense equipment and facilities. And second, a plan of establishing rapid and precise information communication system was presented through the establishment of warning system including CBR in integrated 24-hour surveillance system. Third, objective propriety was presented for making it enacted and mandatory that shelter facilities such as public institution, public use facilities, private house, and apartment are utilized as group protection shelter facilities in the hour of peril. And fourth, a plan of manufacturing and distributing gas mask at the national level is devised through gradual manufacture and distribution of gas mask according to age and body type like the case of Israel. Fifth, it is expected to work for national safety and the life and safety of people by presenting the frame (basic model) of protection system establishment at the national level about chemical, biological and radiological warfare that might occur in the future through making budget reflect the securing of the professional personnel of CBR-specialized hospital, CBR poison neutralization, medical treatment supplies procurement, and professional personnel education and training, and so on as a plan of emergency measures and first aid for chemical, biological and radiological patients, and through making these mandatory.
