측량기준점의 효율적 관리 방안에 관한 연구 (temp)

초록

본 연구의 목적은 필요에 따라 기관별로 설치·운영·관리되고 있는 측량기준점의 공동활용을 위하여 통합관리 방안과 실질적인 현황조사가 이루어 질 수 있도록 하는 방안을 도출하고자 한다. 연구의 내용적 범위는 첫째, 측량기준점의 운영 및 관리현황 분석과 외국의 사례 조사 등을 통한 측량기준점 관리·운영의 문제점과 시사점의 도출, 둘째, 측량기준점의 공동활용을 위한 대상과 항목 그리고 성과고시 항목 등을 선정하고 국내표준 등의 동향 검토, 셋째, 측량기준점에서 제공하는 다양한 정보를 융복합하여 활용하기 위한사물인터넷의 적용 방안의 검토, 넷째, 측량기준점의 통합관리를 위한 성과관리의 일원화, 기준점 표지 등의 표준화 그리고 통합관리 및 현황조사 활성화를 위한 위탁방안의 도출을 위한 관리 법령 개정(안) 작성등이다. 측량기준점의 통합관리를 위해서는 첫째, 공공사업시행자에 의해 설치 및 관리되고 있는 공공기준점(공공삼각점·공공수준점)의 조사 및 보고 등 관리를 국토지리원장에게 위임하여 설치 후에 방치되는 공공기준점을 관리를 강화할 필요가 있다. 둘째, 각 기준점의 변경정보 및 현황조사 결과를 국토교통부장관에게 보고하도록 하고, 인력활용 및 예산집행의 효율성을 높이기 위하여 기준점에 대한 현황조사를 한국국토정보공사에 위탁하여 조사체계를 일원화할 필요가 있다. 셋째, 개별적으로 개발·운영되고 있는 기준점관리시스템의 정보를 부동산종합공부시스템(KRAS)로 연계하여 수요자의 요구에 따라 제공할 수 있도록 국가공간정보 포털을 활용하여 통합서비스체계를 구축할 필요가 있다.

영어초록

This research aims at figuring out how to manage survey control points in an integrated way and how to practically conduct the research on their current status to jointly use the survey control points differently set up, managed and operated by each institution as necessary. The scope of the research has the following four points; first, finding out the problems and suggestions related to managing and operating survey control points by analyzing the current status of their management and operation and their foreign case studies, second, selecting subjects, items and items of result notification to jointly use survey control points and reviewing their trends such as their domestic standards, third, reviewing how to apply Internet of Things (IoT) to them to use in a converged and integrated way the various data provided by survey control points and fourth, proposing the law on management of survey control points aiming at first, unifying how to manage their results for their integrated control, second, standardizing how to mark survey control points and third, figuring out how to consign works for the promotion of their integrated management and current status research. In order to standardize survey control points, the following criteria need to be established. First, it needs to set up the criteria on what survey control point will be standardized. In other words, it needs to select what will be standardized among various survey control points. Second, after selecting a survey control point ready to be standardized, it needs to create the criteria on what items of the selected survey control point will be standardized. Namely, it need to set up the criteria of its items like material, form, how to set up, spacing between setup, research on current status, etc. for standardization. Third, it needs to establish the criteria on standardizing how to manage. It needs to define the role and range of its integrated management system which can inform how to research on its current status and its subject and provide the results based on them. To sum up, after selecting what survey control point will be standardized, it needs to decide what items (attribute data) of the selected survey control point will be standardized and then, it needs to set up what items of results will be announced to make attribute data utilized in a converged and integrated way.
