K-IFRS 적용의 실무적 문제점 및 대책 (The Practical Issues and Solutions of K-IFRS Adoption)

초록

본 연구는 K-IFRS 도입 이후 실무 적용 시점에 발생할 것으로 예상되는 실무적인 문제점들을 정리하고 이에 대한 대책을 모색하는 것을 목적으로 하고 있다.
이를 위해서 본 연구에서는 기업, 감사인, 회계정보이용자에게 K-IFRS 도입에 따른 문제점에 대한 설문조사를 시행하였다. 또한, K-IFRS 도입 시에 발생할 수 있는 실무적인 문제점에 대해서 업종별(제조업, 금융업)로 나누어 분석하고 대표적인 제조업체와 금융업체의 회계담당자와의 심층 면담과 사례조사를 실시하였다. 설문조사 결과, K-IFRS 도입에 따른 연결재무제표의 주재무제표화 이후에 개별재무제표를 같이 공시하자는 의견이 가장 많았으며, K-IFRS에 대한 실무적용 해석서에 대해서는 국내 회계기준 관련 기관이 별도의 실무적용 해석서를 제공해 주어야 한다는 의견이 다수였다. 공정가치 평가의 확대문제에 대해서는 K-IFRS 도입 이후 공정가치 평가를 위한 세부실무지침이 필요하다는 의견이 다수였으며, K-IFRS의 도입에 따른 현행 법령과의 상충문제의 경우에는 가장 많은 응답자들이 세법을 지적하였다.
회계담당자와의 심층 면담과 사례조사의 결과에서는 회계기반시설과 관련하여 가장 문제가 되는 것이 K-IFRS가 요구하는 막대한 주석과 공정가치 평가를 위한 자료의 수집 및 관리 문제라는 지적이 나왔다. 세무와 관련해서는 재경부 등에서 국제기준의 도입에 따른 세법의 변경필요성에 대한 검토와 로드맵의 발표를 희망하였다.

영어초록

Korea is going to fully adopt the International Financial Reporting Standards (IFRS) starting 2011 as IFRS becomes de facto international norm. While various benefits are expected in the IFRS adoption, there are many problems to be solved in preparing and implementing IFRS to effectively harvest the benefits. The purpose of this study is to review the implementational issues arisen after the adoption of IFRS and to search for their solutions. For the above purpose, we did an accounting- information-users’ survey to confirm the practical issues expected from the IFRS adoption and find their solutions. Also, we analyzed the practical issues expected at the time of the IFRS adoption in different industries(manufacturing and financial) and did case studies and in-depth interviews with the accountants of typical manufacturing and financial firms. And we studied practical issues related to the expansion of fair-value valuation after the adoption of IFRS and tried to find their solutions.
Most respondents of the survey suggested the disclosure of the separate financial statements along with the audit reports, business reports and quarterly-semiannual reports. Secondly, majority of respondents wanted Korean regulators of accounting standards to provide the implementational guidance for IFRS. Regarding the expansion of fair-value valuation after the IFRS adoption, majority of respondents asked for the detailed guidance. For the issue of conflicts between IFRS and current laws, most respondents pointed out tax codes.
At the in-depth interviews, the most problematic issue on accounting-related infrastructure is the enormous footnote-disclosure requirements under IFRS and the collection and maintenance of detailed data for fair-value valuation. Regarding tax issues, majority of respondents wanted a study on the needs of tax-code revision and a roadmap for tax-code change. For the expansion of fair-value valuation, it was found that we need to provide corresponding solutions for those problems of underdevelopment of financial market, lack of active market for non-financial assets and liabilities and others.
