초록

This study aims to examine the crisis of successful regional industrial cluster and to provide political directions on development of the cluster system in Korea. Although Baden-Würtemberg has evaluated as a one of the successful industrial cluster in the world, the region now is in a difficult position as it needs to secure its position within a increasing global competition. So, in addition to the industrial restructuring, the region needs new forms of institutional learning to increase the regional innovation and cooperation potentials.
Based upon the case studies on regional industrial cluster in Baden-Würtemberg, following policy implications can be derived: First, networking among local agents such as relevant firms and supporting agencies are to be reinforced for boosting regional clusters. Second, policies on clusters are required to be applied flexibly according to the type, location, and degree of maturity as a cluster. Third, legal and institutional systems on clusters are to be improved through cooperative governance system. Finally, according to experience of Baden-Würtemberg, policies on industrial clusters are required to be ongoing paralled with industrial restructuring and institutional learning in a regional innovation system.
