영국 대입제도 분석 및 시사점 (An Analysis of College Admission System in the UK and Implications on Reconstructing it in the Republic of Korea)

초록

본 연구에서는 영국의 개정 대입제도의 내용과 특징을 분석하여 한국의 대입제도 재구조화를 위한 시사점을 찾고자 한다. 이를 위해 영국 대입제도 관련 주요 문헌들을 대입제도의 거버넌스, 선발전형요소 선발전형의 종류 및 절차, 사교육 및 공교육 정상화의 효과 측면에서 비판적으로 분석하였다. 분석 결과 첫째, 영국 대입제도는 학생 선발 및 교육의 질 제고를 위한 도구로 활용되고 있다. 둘째, 대학의 학생 선발의 자율성에 기초하여 사회적 계층 이동성 강화의 사회적 책무 간 균형이 대입제도에 내재되어 있다. 셋째, 대입제도에서 교사의 학생평가는 학생 선발을 위한 총괄평가의 자료 제공보다는 학생의 성취 수준 향상을 위한 형성평가에 초점을 두고 있다. 넷째, 대입제도의 평가 내용 및 방법 측면에서 영국은 교과 지식의 심층적 이해와 핵심역량 강화를 위해 심층 서술형 문항을 활용하며 수행평가와 대학별 고사를 통해 지필고사를 보완하고 있다. 다섯째, 영국은 대입전형의 유형이 표준화된 고부담 평가인 A레벨 중심의 단순하며 선지원 후시험 제도를 운영, 진로와 연계한 교과 선택권을 보장하고 있다. 끝으로 영국 대입제도는 입학전형 요소 간 연계성이 높아서 학교 외적 효과성이 높지 않은 것으로 분석되었다. 이러한 분석 결과를 바탕으로 한국의 대입제도 재구조화를 위해 대입전형에서 교육주체별 권한과 역할의 조정, 전형 절차 및 전형 요소의 단순화, 고부담 활용 평가 조정 및 연계 강화, 공교육 정상화와 사교육 억제를 위한 개선 방안 등을 논의하였다.

영어초록

The purpose of this study is to analyze the college admission system in the UK, and then examine the implications in reconstructing it in the Republic of Korea. Adapting documentary analysis, this study critically analyzed the documents related with UK’s college admission system in terms of the governance, the selection factors, the type and process of college admission, and the influence of private education and on the normalization of public education. The research findings showed that firstly, it was not only used to select potential applicant but also monitor school accountability and enhance the quality of education through the college admission system in the UK. Secondly, it was embedded with the striking balance between the social mobility and social responsibility in the system, even though the autonomy of universities in selecting the students was well granted. Thirdly, the purpose of teachers’ assessment gave more emphasis on assessment for learning to improve the students’ achievement, rather than assessment of learning to give information for the selection. Fourthly, regarding the contents and tools of assessment, the essay style test items were used to assess the level of competencies. Furthermore, controlled assessment and admission tests were supplementary used to measure knowledge and skills for the studying in the university. Fifthly, the simplified admission process and type of college admission system were running, mainly using the high-stake standardized test, A-level, and the applying first and selecting last system, which was closely linked with the students’ right of choosing the subject based on the future career. Lastly, the influence of private education was minimized because of the well aligned among the selection factors in the college assessment system. Considering research findings, this study discussed how to reconstruct college admission system in the Republic of Korea in terms of reorganizing the responsibilities and roles among the stake-holders, simplifying the selecting process and factor, enhancing the alignment among the high-stake exams, and innovating the assessment tools to reduce the influence of private education and normalize the public education.
