전주시의 정신건강지원 정책네트워크 분석 (Analysis of Policy Network for Mental Health Support in Jeonju)

초록

우리나라의 정신건강 문제는 편견과 차별이 심한 열악한 환경에서 치료받기에 어려운 구조이며, 많은 문제점을 내포하고 있다. 현대인들은 정신건강문제를 해결할 수 있는 다른 대체요법으로서 다양한 힐링프로그램을 통해서 치유하는 방법들을 찾아가고 있다. 최근 들어 대표적인 힐링프로그램으로서 숲치유 프로그램이 정신건강에 큰 도움을 주고 있으며, 자연치유 관련 숲기관 및 숲인력도 국가적 차원에서 확대되고 있다.
그러나 정신건강지원사업을 담당하는 기관과 숲치유를 수행하는 기관 간의 협력이 미흡하고, 상호연계가 잘되지 않는 문제가 나타나고 있다. 본 연구에서는 정신건강지원사업을 담당하는 전주시정신건강복지센터와 숲치유를 수행하는 전북생명의숲 간의 협력사업인 해밀숲 프로그램을 중심으로 정책네트워크에서 행위자, 상호작용 및 네트워크 구조를 분석하였다. 또한 정신건강지원사업기관과 숲기관의 정책네트워크 관련 문헌분석과 전문가 인터뷰를 토대로 제시한 정책네트워크의 개선방안은 다음과 같다.
첫째, 행위자 측면에서는 기존행위자 외에 다른 행위자를 투입해 행위자 측면에서 정책네트워크가 활성화되도록 하는 것이다. 둘째, 상호작용 측면에서는 상호작용이 미약한 부분을 개선하기 위해서 현저히 감소한 숲치유 프로그램 횟수와 기관간의 상호교류 횟수를 증가시키고, 정신건강지원사업과 숲치유를 전담하는 담당자를 배치하여 구성원들의 전문성 및 역량 강화, 맞춤형 프로그램 개발 등을 통해서 단기적으로 사업이 종료되지 않고 지속되면서 장기적 효과성에 대한 평가 확대, 효과성 인증 등 연속성 있는 상호작용을 촉진한다. 셋째, 정책네트워크 측면에서는 지자체 수준에 국한하지 않고, 향후 중앙부처 수준의 협력사업으로 범위를 확대하여 정책네트워크를 강화하는 방안을 모색할 필요가 있다.

Mental health problems in Korea are difficult to receive treatment in a poor environment with many prejudices and discrimination, and contain many problems. Modern people are looking for ways to heal through various healing programs as other alternative therapies to solve mental health problems. Recently, as a representative healing program, the forest healing program has been of great help to mental health, and forest organizations and forest personnel related to natural healing are also expanding at the national level.
However, there is a problem in that the cooperation between the institution in charge of the mental health support project and the institution that performs forest healing is insufficient and the interconnection is not well. In this study, the actors, interactions, and network structures were analyzed in the policy network, focusing on the Hamil Forest Program, a cooperative project between the Jeonju City Mental Health Welfare Center in charge of the mental health support project and the Jeonbuk Life Forest that performs forest healing. We searched for ways to activate In this study, a policy network improvement plan was presented based on the analysis of literature and expert interviews related to the mental health support project and forest institutions' policy networks. First, in terms of actors, other actors besides the existing ones are put in to activate the policy network in terms of actors. Second, in terms of interaction, in order to improve the weak interaction, the number of significantly reduced forest healing programs and the number of interactions with institutions are increased, and a person in charge of mental health support projects and forest healing is assigned, and members Through the strengthening of their expertise and competency, and the development of customized programs, the project will continue without being terminated in the short term, and continuous interactions such as expansion of evaluation of long-term effectiveness and certification of effectiveness can be expected. Third, in terms of the policy network, it is necessary to strengthen the policy network by expanding the scope of the policy network to a cooperative project between the Ministry of Health and Welfare and the Ministry of Forestry in the direction of expanding the policy network.
