제1공화국시기 매춘여성과 성병관리 (Prostitutes and sexual diseases care in the first republic)

초록

1948년 대한민국정부가 수립된 이후 각종 전염병과 함께 나병, 폐결핵, 성병은 한국인의 건강을 위협하는 대표적인 질병으로 국민 보건상의 문제뿐 아니라 사회문제화 되고 있었다. 특히 성병은 성과 도덕에 관련되어 있기 때문에 엄격한 유교적 형식주의에 입각한 성윤리를 강조하던 당시 정부의 성병관리는 매춘여성에만 책임을 전가하는 한계를 가질 수밖에 없었다. 매춘여성에 대한 사회적 인식은 이들이 대부분 생계형 매춘임에도 불구하고 매춘여성 개인이 마치 타락을 자초한 것처럼 비난받고 있었다.
해방 후 미군정은 성병과 매춘이 사회문제로 부각되자 1946년 5월 부녀자의 매매 또는 그 매매계약의 금지를 제정하여 인신매매를 금지하고, 1947년에는 공창제를 폐지하였으나 진정한 해결책은 되지 못하였다. 매춘여성에 대한 아무런 대책도 세우지 못한 채 공창제가 폐지된 이후 대부분의 공창은 사창화 하였으며, 이들은 내국인뿐만 아니라 미군을 상대로 하여 더 증가해가고 있었다. 한국전쟁으로 이들 매춘여성은 더욱 증가하였으며, 이 시기 매춘여성들은 대부분의 경우 생계형 매춘이 주를 이루었다. 1954년에는 전염병예방법에서 성병을 제3종 법정 전염병으로 규정하고, 강제진단을 실시할 수 있게 하였지만, 성병에 대한 근본적인 대책은 될 수 없었다.
이 시기는 매춘여성의 숫자가 급증하였을 뿐 아니라, 성병 감염률도 대단히 높아 1950년대 후반에는 100만명 까지도 추산되고 있다. 그러나 정확한 매춘여성에 대한 통계와 성병통계는 거의 부재하다시피 하여 제대로 된 성병에 대한 대책이 나오기 힘든 상황이었다.
이미 성병에 대한 치료약이 있었음에도 불구하고, 일제시기부터 만연해오던 성병은 사회적 문제로 떠올랐으며, 정부는 그에 대한 대책으로 매춘여성에 대한 성병검진을 강제하는 것 이외에는 별다른 대책을 세우지 못했다. 그러나 당시 매춘여성에 대한 성병검진에 대해서는 전문가조차 그 실효성에 대해 회의적으로 보고 있었으며, 성병에 대한 합리적인 인식과 재정적 뒷받침으로 충분한 치료와 성병약을 제대로 보급하는 것만이 성병증가율을 낮춰줄 수 있었다.
당시의 의료기술은 성병에 대한 사전지식과 적당한 치료만 해주면 충분이 낳을 수 있는 병이었지만, 매춘여성이 성병감염의 근원지이며 이들이 사회의 풍기문란과 성병을 전염시키는 주범이라는 인식 속에서 매춘여성에 대한 적당한 해결책과 성병에 대한 대책은 나올 수 없었다. 또한 미군을 상대하는 매춘여성들은 한국전쟁이후 불어 닥친 저급한 미군을 통한 미국문화(GI)문화의 상징으로도 여겨지면서 동방예의지국을 위협하는 존재로 여겨졌다. 일반여성들에게 매춘여성은 얼마나 사회에 위협이 되는 존재인지를 각인시켜주는 동시에 미국문화에 대한 대중의 열망을 차단하는 역할을 하였던 것이다.

영어초록

Since the republic of Korea was established in 1948, leprosy, phthisis, and sexual diseases with infectious diseases were threatening to korean health as representative diseases and those were causing national health's troubles as well as social issues.
Especially at that time, the government which was emphasizing sexual morale based on strict confucian officialism could not do any further endeavor but gave charges to only prostitutes for the sexual diseases care because sexual diseases were involved in social morale. In spite of prostitution for living mostly, prostitutes have been blamed in social as like they caused corruption themselves in personal. After liberation, US army adminstration prohibited trade and trading contract for women in May 1946 and abrogated the public prostitution system. However, it did not become an effective solution. Since the pubic prostitution system was abrogated without any solution, most of public prostitutions became private prostitutions. The number of private prostitutes were getting increased more for korean as well as US soldiers. Korean war made the number of them increase much more. During korean war, most of prostitutes were tied up prostitution for living mainly. In 1954, the infection precaution law defined sexual diseases as the third kind of infectious disease provided by law and could force examination. However, it could also be a fundamental solution.
In the late of 1950, the number of prostitutes was estimated up to even one million with the high infection rate. However, it was hard to propose a right plan for sexual diseases because the correct statistic of prostitutes and sexual diseases was scarcely figured.
Although medicines already existed to cure sexual diseases, the diseases which have been spreading since the japanese rule time were risen up social issues and the government did not set up any other plan but forced the examination to prostitutes as a counterplan. However, at that time, even experts had skeptical views for sexual disease examination to prostitutes, and full cure and providing the medicines enough with financial support and resonable recognition for sexual diseases could make the increasing sexual disease rate to low rate.
If people had pre-knowledge and suitable cure for sexual diseases, the diseases were not a big deal as the medical technique of the time. But resonable solutions for prostitutes and sexual diseases could not be proposed in recognition which prostitutes were the origin and the main carriers of sexual disease infection and of morale corruption. Besides, prostitutes who had affairs with US soldiers were thought as the symbol of GI poor culture introduced through US soldiers since korean war and as the object threatening to confucian nation. What prostitutes were believed as giving big threat to the society were impressed to ordinary women and simultaneously, it had a role to cut off passion of people for american culture.
