초록

이탈리아 헌법은 의원내각제를 채택하고 있는데, 일반적으로 비례대표제와 분극화된 다당제에 기반한 의원내각제라고 평가된다. 이탈리아의 의원내각제는 정부의 교체가 빈번하게 이루어져 정국이 불안정한 특성을 갖고 있다. 이러한 이탈리아 정치의 특성을 정확하게 분석하기 위해서는 이탈리아의 정당제와 연립정부의 구성 양상에 대한 이해가 선행되어야 한다.
이탈리아의 정당제는 매우 분극화된 다당제이다. 이념에 따라 정당이 분화되어 있고, 이탈리아의회 또는 유럽연합의회에 진출한 정당과 별개로 지역정당이 존재하기도 한다. 수십여개의 정당이 국민의 정치적 욕구를 반영하기 위해 정치적 활동을 하고 있는 이탈리아의 정치체제에서 정당간의 연립정치는 필수적이라고 할 수 있다. 어느 한 정당이 의회 내에서 과반수 의석을 확보하는 것이 사실상 불가능하기 때문이다. 특정정당의 단독정권이 출현하는 것은 매우 예외적인 경우이고, 대체로 정당간의 연립정권이 반복적으로 출현하고 있다. 기민당이 연립정권의 파트너 정당만을 교체하면서 40년간 집권한 것이 이탈리아에서 연립정치가 얼마나 보편화되어 있는지 보여주는 실례라고 할 수 있다. 1992년 마니 뿔리떼(mani pulite)라는 검찰의 정치권에 대한 수사와 1993년 선거법 개정으로 이탈리아의 정치 구도는 완전히 재편되어 기민당 절대우위체제는 무너졌고, 정당간의 정권교체가 이루어지고 있다.
이탈리아의 헌정사를 살펴보면, 1948년 이후 57차례의 내각교체가 있을 정도로 내각의 수명이 매우 짧다. 최근 내각의 수명이 길어지면서 다소 안정적인 정국이 이어지고 있다는 점은 바람직한 변화라고 볼 수 있다. 그 외에 이탈리아 연립정치의 특성으로는 선거 전 정당연합의 결성, 각외협력, 비정치인내각 등이다. 선거 전 정당연합이 결성되므로 국민들은 어떠한 정당들이 연립정부에 참여할지 인지한 후 투표를 할 수 있다. 또한 각외협력을 통해 연립정부에 참여하지 않은 정당이라도 의회에서 정부를 지지하기도 한다. 그리고 기존 정치권에 대한 불신이 극에 달해 내각이 붕괴되었을 때 과도기적인 상황에서 비정치인내각이 출현하였다는 점도 특징적이다.

영어초록

Italian Constitution adopts Parliamentarism. The Italian political system has been described as a parliamentary government with proportional representation rules and a fregmented party system. Italian Parliamentarism features instability of political situation due to frequent change of government. In order to analyze the characteristics of an Italian Constitutional government, understanding for the aspect Italian party system and coalition government has to be preceded.
Italian party system is very fregmented. The parties are grouped by ideology, also there are local parties separately from the ones having gone into the Italian Parliament or the European Parliament. The coalitional politics of parties is necessary for the Italian political system that allows dozens of parties to reflect public demand by their political activities. Because, in reality, it is impossible for one certain party to have a majority of seats. Appearance of the coalition government of parties has been repeating while appearance of the single-party cabinet is very exceptional. Actually the Christian Democrat Party could seize power for 40 years by simply changing their coalition governmental partner and this is a prime example showing how common the coalition politics are in Italia. The extensive investigation of the political circle by prosecution in 1992 called Mani Pulite and the reform of election law in 1993 led a entire reshuffle of a political structure along with a downfall of predominant party system by Christian democrat party.
Looking into Italian history of constitutional government, there were 57 times of making and breaking government since 1948 and this proves that the duration of cabinet is very short. The thing that the political situation remains stable as the duration of cabinet has been longer during the past 10 years is one of desirable change. In addition, a characteristic of an Italian coalition politic is represented by the party alliance before an election, the external support and the technocrat cabinet, etc. The fact that the party alliance is formed before an election allows people to vote after recognizing the parties who take part in the coalition government. Even for the parties who don’t take part in the coalition government can support the government in the parliament through the external support. Also it is one of the features that the technocrat cabinet appeared in caretaker government when distrust in an existing political circle reached a boiling point and consequently led a cabinet downfall.
