초록

국보 숭례문 소실 이후 문화재의 중요성이 증대되고 있는 현실에서 우리나라 일선 지방지방자치단체의 문화재행정 실태분석을 시도한 본 연구를 통해 조직 관리적 토대가 매우 제한적이며, 시도간에 있어서도 편차가 크게 나타나 이에 대한 개선이 시급한 실정이다. 문화재행정의 경우 규제적 민원업무의 성격과 전문가적 업무성격을 동시에 요구하고 있는 만큼, 조직관리적 측면에서도 일반적인 대안은 물론, 이러한 특성을 보다 효과적으로 달성할 수 있는 새로운 조직관리적 대안의 모색이 필요하다. 새로운 조직형태의 탐색이나 내부인력의 전문성 제고방안, 외부인력의 협력확보방안 등은 그러한 노력의 한 형태이다. 종합행정을 특징으로 하는 지방자치단체에서 문화재행정을 위한 이러한 대안이 단기적으로 모두 실천성을 갖기에는 분명 한계가 있는 것이 사실이지만, 문화재행정의 역량강화를 위한 다양한 조직관리적 대안을 도출하고, 제안하는 것은 지방 문화재행정에 대한 관련 논의가 미비한 현실에서 논의의 토대를 제공하고, 변화를 위한 제반 가능성을 보여줄 수 있다는 점에서 이다. 지방자치단체의 문화재행정은 현재와 같은 여건 하에서 단체장의 의지가 중요한 변수가 되는 바, 지방자치단체의 내부적인 개선노력과 함께 단체장의 문화재행정에 대한 이해와 관심제고, 즉 인식변화를 이끌어 낼 수 있는 중앙정부의 노력과 지원 또한 아울러 요구되어진다.

영어초록

After the destruction of national treasure, Sungnyemun, the importance of cultural heritage has been enlarged. At this reality, as a result of analyzing the actual state of the cultural heritage administration of some local government of our country through this study, it was shown that the systematical management basis is very limited and there are many differences between city and province. Therefore, it is necessary to improve this state urgently. In case of cultural heritage administration, as it requires regulatory public service nature and professional job nature simultaneously, it is necessary to find new systematical management alternative for accomplishing this nature more effectively as well as general alternative in the systematical management aspect. Search of new organizational type or method for considering internal human-power's professionalism or method for acquiring external human-power's cooperation is one type of its best efforts. In the local government with the nature of general administration, it is certain that this alternative for cultural heritage administration has some limitation in practicing it in the short term, however, it is necessary to draw and propose various systematical management alternative for strengthening the capability of cultural heritage administration in the sense that it can provide the discussional basis in the reality ill-prepared for the related discussion to local cultural heritage administration and show various possibilities for change. As the intention of the local government leader is an important factor for the cultural heritage administration of local government under the present condition, it is also necessary for central government to make its best efforts and supports for making local government leaders understand cultural heritage administration, enhance some interest in it and change their own cognition with some effort for internal improvement of local government.
