재일한인 사회의 제1~3 통일운동 비교 (A Comparison of the 1st∼3rd Unification Movement in Korean Ethnic Community in Japan)

초록

이 연구는 재일한인 사회의 통일운동의 성과와 한계를 비교하였다. 성과로는 첫째, 민단과 조총련은 조국 지향적 운동으로 한국 또는 북한의 통일정책 홍보와 지지를 통한 연대의 강화 및 세력 결집, 통일의지의 고취 및 통일준비에 기여하였다. 둘째, 중립화통일론은 남북한 통일론의 허구성 비판, 외세의 영향력 배제, 남한의 혁신계 및 대학생 통일운동에 영향을 주었다. 셋째, 한통련은 통일마당의 개최, 연방제 통일방안 지지, 남북한 및 재외동포와 연대를 통한 통일운동의 확산에 기여하였다. 원코리아페스티벌의 경우, 통일과 축제의 접목, 통일운동의 외연 확 산, 자이니치 통일의식 함양, 생활중심의 통일운동을 전개하였다.
한계로는 첫째, 민단과 조총련은 타 단체의 통일운동을 배척하거나, 무관심하면 서 이단적 통일론으로 인식, 동포 전체로의 확산 미흡, 정책과 활동의 자율성 제약 과 비탄력성, 통합의 기제 역할 미흡. 둘째, 중립화통일론은 남북한 및 민단·조총련 의 배척에 따른 대중성 확보의 미흡, 이상주의적 통일론, 남북한 정권의 역할 축소 이다. 셋째, 한통련은 친북한적 통일운동 전개, 진보성향의 소수 참여, 민단의 한통련 배척으로 활동의 제약, 그리고 원코리아페스티벌은 선언적 통일운동에 치중, 대중적 확산 미흡, 민단과 조총련 견제, 민간단체의 제한적 활동 등이다.

영어초록

This study compares outcomes and limitations of the unification movement of Korean residents in Japan. In terms of the outcomes, first, as Mindan and Jochongryeon are the homeland-oriented movement, it contributed to reinforcing solidarity, gathering force, encouraging a unification will, and preparing for unification through publicizing and supporting unification policy in South Korea or North Korea. Second, the neutralization approach toward the unification criticized the fabrication of a unification theory in South and North Korea, ruled out the foreign influence, and had an impact on unification movement of the reformist circles and university students in South Korea. Third, Hantongryeon contributed to opening Tongil Madang, supporting a plan of federal unification, and spreading unification movement through the solidarity with South-and-North Korea and overseas Koreans. In case of One Korea Festival, it integrated the unification and festival, made the widespread extension in unification movement, promoted the Zainichi(在日) unification consciousness, and developed the life-centered unification movement.
In terms of the limitations, first, Mindan and Jochongryeon are regarded as the heretical unification approach while excluding or neglecting unification movement in other groups, it is insufficient in the spread into the whole countrymen, has the restriction and in-elasticity of autonomy in policy and activity, and is inadequate for a role of mechanism in integration. Second, the neutralization approach toward the unification is unsatisfactory in securing popularity according to ruling out South-and-North Korea, Mindan and Jochongryeon, has an idealistic unification theory and a reduction in a role of the South-North Korean governments. Third, Hantongryeon has the restriction of activity due to the development in the pro-North Korean unification movement, to the participation of a progressive minority, and to the exclusion of Hantongryeon in Mindan. And One Korea Festival is biased to the declaratory unification movement, is insufficient in the popular diffusion, holds Mindan and Jochongryeon in check, and has restrictive activity in private organization.
