공항 권역과 위계 체계 재설정을 위한 정책 연구 (A Policy Study for Re-Establishment of the Airport Area and Hierarchy)

초록

국가는 공항개발 계획을 추진하기 위해 ‘공항개발 종합계획’을 5년마다 수립해야 하며, 여기에는 국가 공항에 대한 역할과 기능이 포함되어 있다. 지금까지 공항 권역(圈域) 설정에는 지역 균형발전과국민의 교통 접근성 향상 등의 의미가 내포되어 있다. 공항 위계는 국가 공항이 어떤 역할과 기능을해야 하는지를 구분 제시하고 있다. 그러나 지난 1994년 시작된 ‘공항개발 종합계획’이 16년이 지나면서 공항 권역은 국가 교통 인프라의 지속적 제공과 접근성 향상으로 지역 균형발전이라는 방향성은의미가 퇴색되었고, 오히려 정치적 논란만 가중시키고 있다. 공항 위계 체계는 권역을 대표하는 김포, 김해, 제주공항은 항공운송 실적이나 규모면에서 상당한 차이가 나는 지방공항들과 함께 혼재됨으로인하여 공항 위계 체계의 의미도 불분명해졌다. 본 연구는 지난 ‘제1차∼제5차 공항개발 중장기 종합계획’ 까지 제시된 공항의 권역과 위계 체계 변화가 국가 공항개발 및 운영 정책과 어떤 관계가 있고, 영향을 주었는지 선행 계획을 통해 비교 검토하였다. 지금까지 공항개발은 대부분 중부권 ‘중추공항’ 인 인천공항에 정책이 집중되었고, ‘거점공항’들은 증가하는 항공수요에 대비하는 수준이었다. 향후, 공항 권역은 공항까지 접근이 지역적 권역에만 국한되지 않고, 개인의 자발적 공항 선택 요인에 의해결정될 수 있다. 공항 위계 체계는 확장성, 차별성, 공공성을 고려하면, ‘거점공항’의 역할은 점차 커질것으로 예상된다. 특히, 수도권 공항의 용량 제약에 대한 대비와 함께 주변국 공항들과의 경쟁력 우위확보는 중요한 과제이기도 하다. 따라서 현재의 ‘중추공항’과 ‘거점공항’을 다수의 ‘중추공항’ 체계로 확대 개편하고, 미국과 같이, 세분화할 필요도 있다. 그동안 구체화되지 못했던 지자체의 역할과 참여정도, 재원조달 등에 대한 정책적 보완도 필요하다. 마지막으로 이를 국가 항공정책 최상위 계획인 ‘항공정책 기본계획’에도 그 근거를 제시해야 한다.

영어초록

The state must establish the “Comprehensive Airport Development Plan” every five years to promote the airport development plan, which includes the roles and functions of the national airport. Until now, the establishment of airport area has implications for improving public transportation access and balanced regional development. The airport hierarchy provides a distinction between the roles and functions of national airports. However, 16 years after the ‘Comprehensive Airport Development Plan’, which started in 1994, the direction of balanced regional development has faded due to the continuous provision of national transportation infrastructure and improved accessibility in the airport area, and rather, it is only increasing political controversy. The meaning of the airport hierarchy has become unclear as the airport hierarchy is mixed with regional airports that have significant differences in air transport performance and scale at Gimpo, Gimhae, and Jeju airports representing the region.
This study compared and examined the relationship between the changes in the area and hierarchy of airports presented in the last ‘the first to the fifth mid- and long-term comprehensive plan for airport development’ and the national airport development and operation policy and the effects of the changes. Until now, most of the airport development has focused on Incheon International Airport, which is the hub airport in the central region, and the ‘regional airports’ have been prepared for the increasing air demand. In the future, the airport area may be determined by the individual’s voluntary airport selection factor, rather than the access to the airport being limited to the regional area. Considering scalability, differentiation, and publicness, the role of ‘regional airports’ is expected to grow gradually. Therefore, it is necessary to expand and reorganize the current ‘hub airport’ and ‘regional airport’ into a number of ‘hub airport systems’ and to segment them like the United States. It is also necessary to supplement the role, participation, and financing of local governments that have not been materialized in the meantime. Finally, the basis for this should be presented in the ‘Aviation Policy Plan’, which is the top plan of national aviation policy.
