비지정 동산문화재 조사의 성과와 전망 (The Achievement and Outlook of an Inspection of Undesignated Movable Cultural Properties)

초록

본고는 비지정 동산문화재 조사의 한계와 과제를 요약하고, 이에 대한 향후 모색 방향을 제시한 연구이다. 문화재청의 비지정 일반동산문화재 조사는 5년 동안의 큰 성과에도 불구하고 아직도 미조사 소장처가 많다는 점과 조사ㆍ정리된 문화재를 적극적으로 보존, 활용할 대안을 모색하자는 것이다.
필자가 생각한 향후의 첫째 과제는 미조사 소장처의 추가조사이다. 이들에 대한 사후 조처와 지원책을 구체적, 적극적으로 홍보할 필요가 있고, 조사의 내실을 기하기 위한 조사인력의 양성, 조사층의 저변확대, 지역별 연구 인력풀 등의 노력이 필요하다.
둘째로는 기존조사의 표준화와 전산화의 문제이다. 기존에 조사된 자료들은 정리방식상 편차가 커 표준화 및 통일된 기술방법이 필요하다. 이에 표준화된 조사표와 조사 매뉴얼을 만들어 보급이 필요하고, 이를 활용한 지역연구자들이나, 연구초심자들이 조사에 참여하게 유인할 수 있을 것이다. 그리고 이를 전산화하여 호환, 공유하게 하고, 나아가 자료의 전산화, 통합관리를 지속적으로 담당할 운영주체의 선정문제도 매우 중요하게 대두된다.
끝으로 보존관리 대책의 마련문제인데, 이는 정부의 적극적 지원 아래 지방자치단체별로 이들 유물의 보존대책을 수립하여 확보된 문화재를 우선 대상으로 보존처리하는 일이 급선무이다. 이에 대한 대책으로 소극적인 방법의 보존에 대한 교육 및 최소한의 보존관리 지원책, 그리고 장기적 종합적으로는 정부의 적극적인 지원 아래 지방자치단체별로 유물전시관들을 확보하여, 소장자들로부터 일반 동산문화재들을 수증하거나 수탁하여 공동 관리할 수 있는 법적⋅제도적 장치를 마련하여야할 것이다.

영어초록

This study summarized the limitations and tasks of an inspection of undesignated movable cultural properties and presented directions for relevant future studies. In spite of the great accomplishments the Cultural Properties Administration's inspection of undesignated general movable cultural properties has achieved for the past five years, lots of places that hold cultural properties have not been inspected. This study sought a way to preserve and use vigorously cultural properties which were inspected and then arranged in order.
The researcher presented several tasks for relevant future studies. First task is an additional inspection of unchecked places holding cultural properties. It is needed to promote specifically and aggressively support for such inspection. In addition, efforts, including the cultivation of human resources to conduct the inspection, the expansion of places inspected and human resources pool by district, are required to make the inspection more substantial.
Second task is relevant to the standardization and computerization of the conducted inspection. As materials inspected are widely deviant in terms of arranging manner, a unified and standardized technical method is needed. Therefore, standardized inspection statement and inspection manual need to be created and distributed, inducing local researchers and new researchers using the materials to participate in future inspections. Besides, the materials will be computerized, being compatible and shared. As a result, selecting an operation subject who will take responsibility for computerizing and consistently managing the materials will become increasingly important.
The final task is relevant to devising measures to preserve and manage cultural properties. Local municipalities are urgently required to establish measures to preserve relics and to handle acquired cultural properties as a priority with the government's aggressive support. Therefore, local municipalities should secure relic exhibition halls and then make legal and systematic mechanism that enables those who possess cultural properties to manage general movable cultural properties together, with education on preservation, minimum support for preserving and managing cultural properties and the government's comprehensive active long term support.
