육군 재난관리자 역량 강화 방안 (A study on strengthening disaster management competency of Army’s emergency manager)

초록

최근 국가재난의 대형화와 복합성으로 인한 재난관리의 중요성이 증대되고 있으며, 국가안보의 범위가 비(非)군사적인 영역까지 확대되어 재난도 국가안보의 중요한 요소로 자리매김하고 있다. 국가안보에 중요한 역할을 담당하고 있는 육군도 재난관리의 역할에서 예외일 수 없다. 이런 상황을 고려할 때 현재 육군의 재난관리는 재난관리 담당자 위주의 업무 인식에서 벗어나서 모든 재난관리자의 역량 강화를 위해 노력해야 한다. 즉 재난관리를 모든 부대의 지휘관과 참모들의 적극적이고 통합된 활동으로 인식 전환이 시급하다.
따라서 이 연구는 육군 재난관리자의 개념을 재난관리 담당자 위주에서 모든 부대의 지휘관과 참모들까지 확대하고 이들의 역량 강화를 위한 다양한 교육과 제도 도입을 통하여 재난관리에 대한 전문성을 제고시키는 방안을 제시한다.
우선 육군의 재난관리 법정 교육에 대한 근거를 살펴보고 국가적 재난 발생시 군(軍)의 지원 현황, 육군의 재난 발생 현황, 부대별 재난대책본부 운영실태 및 현재의 재난관리 역량 강화 교육 실태 등을 조사하여 SWOT 분석을 통하여 재난관리자 역량 강화 방안을 제안한다.
또한 지휘관과 참모장교들에게 설문조사를 실시하여 현재 재난관리 담당자 위주의 역량 강화 교육에 대한 인식과 문제점을 식별한다.
육군 재난관리자의 역량 강화를 위한 주요 개선 방안은 민(民)·관(官) 교육기관을 활용하여 육군 재난관리자 교육대상을 확대 시행하고, 재난관리 분야의 민간대학(원)과 국방대학교 전문학위 위탁교육생 선발 비율을 확대하며, 재난관리 분야를 정책전문직위로 지정하여 운영하며, 주요 재난관리 직위에는 반드시 재난관리 교육이수자를 보직하고 주기적인 교육 의무화의 필요성을 제언한다.
이와 같이 육군의 재난관리자 개념을 확대하고 역량 강화를 위한 교육과 제도 개선을 통해 국가적 재난관리 지원과 육군 재난 발생시 더욱 효과적으로 대응할 수 있는 전문인력 양성에 기여할 것으로 판단된다.

영어초록

As national disasters have become larger and more complex recently, the importance of disaster management has increased. Also, as the scope of the national disaster has expanded to non-military domains, disasters becomeone of the key factors in terms of national security. Army, which plays a pivotal role in national security, is no exception regarding national disaster management. Against this backdrop, the perception that only the personnel in charge of disaster management takes responsibilities for Army disaster management tasks has to be avoided. Instead, the effort to enhance the competency of all emergency managers should be made. That is, it is urgent to shift our perception of disaster management to proactive and intergrated activities of all unit commanders and staffs.
Therefore, this study proposes to expand the concept of Army emergency manager from personnel in charge of disaster management to commanders and staff officers of all units, and to enhance their expertise in disaster management by introducing a variety of education programs and system.
First of all, this study suggests ways to enhance competency of Army’s emergency manager through SWOT analysis by reviewing the basis of Army’s legal education on disaster management and researches current status of aid from the Army in time of national disasters, disasters that take place in Army, operation of disaster control headquarter, and disaster management education.
Furthermore, by conducting a survey involving commanders and staff officers, it identifies perception and issues of current competency enhancement educations led by personnel in charge of disaster management.
Regarding measures to enhance competency of Army emergency managers, the necessity is underscored to expand the subject for emergency manager education by utilizing civil and government education organization, increase the selection proportion of students for commissioned education program of civil universities and the defense university, designate disaster management area as policy expert position, assign those who received disaster management education program to the positions of key emergency manager, and make regular disaster management education mandatory.
In this regard, it is expected that expanded concept of Army’s emergency manager and improved education and system for competency enhancement would contribute to training and grooming experts who can effectively respond when disasters take place in Army.
